605 <br />Chairman was authorized to execute a contract with the company for this purpose in the amount of <br />$41,503. (A contract has not been presented for signature at this time). A related bid on a proposal to <br />perform similar work at the Lee County Government Center was submitted by P.R. Faulk Electrical <br />Corporation (Sanford), and was accepted and a contract let in the amount of $70,200. Since the <br />September 19` meeting, J.S. Howard has been informed by the North Carolina Board of Examiners of <br />Electrical Contractors that the value of the project exceeds the authorization limit of his electrical <br />contractor's license. Since Lee County has the right to reject any or all bids, the County is now <br />recommending the bid from J.S. Howard be rejected for the reason that he lawfully may�not perform the <br />contract as contemplated by the parties. The next lowest bid for the Courthouse%Faccilities portion is <br />P.R. Faulk Electrical Corporation in the amount of $70,200. Faulk Electrical has represented to County <br />officials that he is ready, willing and able to perform the work as required in the proposal and do so in a <br />timely fashion. After discussion, Commissioner Parks moved to rescind the motion made at the <br />September 19` meeting to award the contract for electrical work at the old Courthouse, new <br />Courthouse and Jail to J. S. Howard Electric in the amount of $41503. R. Upon a vote, the <br />and Womack <br />had been adopted unanimously. <br />The Board discussed'a Resolution to Amend Economic Development Investment Guidelines. <br />At the October 10` special meeting of the Board, much discussion centered on economic development <br />issues. It was agreed at that „meeting that the Board needed to revisit economic development <br />guidelines. Commissioner Womack stated the policy needed to define what a "job” is. Commissioner <br />Parks asked be put in place for creating and maintaining new jobs. Commissioner <br />Shook she would like to see employment history from businesses and have this monitored. <br />Commissioner Haye)Town shared with the Board a letter received from the City of Sanford referencing a <br />meet <br />tin held with th of Broadway to discuss information presented at the joint meeting of the <br />Board of 'Commissioners, Sanford City Council, and Broadway Town Commissioners on October 6, <br />2011. In part,the`etter stated, "We are fully supportive of changes in the reporting responsibilities to all <br />boards so thatNthelEDC message is communicated transparently and equitably to all elected officials. <br />To achieve this,4e favor having the EDC director report to all three managers - -- county, city and town ". <br />The Sanford City Mayor and Broadway Mayor have asked for a meeting with the Chairman for October <br />21, 2011 to discuss this matter. Chairman Shook suggested that someone from the School of <br />Government be at the November 14` meeting to discuss what needs to be included in an incentive <br />policy. No action was taken on the matter. <br />
