1 -14 <br />County Manager's Report — November 4, 2011 <br />Upcoming Projects /Bids <br />1) The Lighting project for the Government Center is almost complete. P.R. Faulk <br />Electrical Contractor has been on site for the last week and will be completed in the next <br />week or two. As you recall from the October meeting of the Board, P.R. Faulk Electrical <br />also was declared the low bidder for the work on the Courthouse and Old Courthouse <br />projects. The contract for the work at the Courthouse and Old Courthouse was for the <br />maximum allowed by the Commissioners at $70,200. Mr. Faulk did not want to lower <br />the cost and referenced the next bidder's amount in staying at his bid amount. We have <br />executed the contract and the work will be completed by the deadline of December 15 <br />2) We have not received the contracts back from our Engineer and Architect for the Clyde <br />Rhyne Road improvements and the renovation to the Lee County Innovation Center. <br />As soon as we get them we will deliver them to the Board. <br />3) We have met with Springsted Consultants and they have started the pay classification <br />study. They will do their introductory meetings with the employees on November 28 <br />and 29 At our December 5 th meeting they will appear before the Commissioners to <br />discuss the process they will be going through with the study. This study should be <br />completed and delivered back to the Commissioners in March 2012. <br />4) By the time you get this report, Linda Recio with Evergreen Solutions will have already <br />met with the Board of Education (at the November 8` Board meeting). To keep up with <br />their schedule the staff has scheduled meetings with community stakeholders, <br />commissioners, staff and the Board of Education for the week of November 14 th . <br />Other Items <br />1) The Chairman and I have met with the SBTDC concerning the development of a <br />Strategic Plan for Economic Growth for the County. The SBTDC will present a formal <br />proposal to us to help facilitate this important process. The goal of the process is to <br />develop a plan that will guide the County in the coming years that will enable us to help <br />retain and grow wealth in the County. The SBTDC offered excellent ideas on how to <br />generate information and input from our community partners prior to the workshop. This <br />is critical so that the Commissioners can use this information to formulate a plan that will <br />be supported by the entire community. I plan on presenting their proposal at the <br />December 5 th meeting. <br />2) The Chairman and I have also spoken about the annual workshop to kick off the budget <br />process. I recommended to the Chairman that we use the School of Governments <br />Board Game — Bottom Line to start our meeting. This is a monopoly type game that <br />simulates the county budget process. Our hope is to invite some of our key partners to <br />play the game with us so that they can understand the difficult decisions we have to <br />make in balancing our budget. I have played the Municipal Board Game — Megalopolis. <br />It is a great tool and will provide us a great lead into our budget process and goal setting <br />for our budget. I have proposed a couple of dates in March to the SOG for this meeting. <br />
