D. FY 19-20 Budget Discussion - County Manager John Crumpton reviewed the <br /> County's current economic and fiscal position. He provided a fiscal comparison to counties in the <br /> region for FY 2017-2018 Budget. Lee County has the smallest population, tax calculation, and tax <br /> levy in the region. Lee County also has the fewest full time employees in the region. The County <br /> also has the third highest tax rate in the region. As the budget officer, the County Manager is <br /> responsible for determining the revenue neutral tax rate. To calculate, the post reevaluation tax <br /> rate projections are included along with the last five years of levy as a percentage. With the idea <br /> that it is the Commissioner's desire to lower the tax rate, the manager currently recommended <br /> delaying the pay classification study, new hires, and will make a conservative recommendation to <br /> department heads regarding the upcoming budget. Chair Dalrymple stated there has been a recent <br /> interest in reforming the group associated with the multi-sport complex. The complex is estimated <br /> to cost about$23,000,000 with baseball fields but could likely be done in phases. Chair Dalrymple <br /> stated that another need of the County is to address Capital Improvement Plan projects along with <br /> the need for a new library. <br /> With no further business to come before the Board, Commissioner Reives moved to <br /> adjourn the meeting.
