SCOPE OF SERVICES <br /> WithersRavenel will provide the following planning,design and engineering services for the project described <br /> above. <br /> TASK 1-PROJECT MANAGEMENT AND ADMINISTRATION <br /> WithersRavenel will provide the following as part of this task: <br /> ► Prepare for,coordinate and facilitate a Kick-off Meeting with the County and stakeholders associated <br /> with the project in Lee County <br /> ► Coordinate and correspond with the County's project manager and project team and regulatory agencies <br /> throughout the course of the project as necessary. This is does not include any direct construction <br /> communications which is included in the Construction Administration Task <br /> ► Coordinate submittals to the County,Town of Sanford,and North Carolina Department Environmental <br /> Quality(NCDEQ) <br /> ► Prepare for and participate in general conference calls,coordination meetings and review meetings with <br /> the County, County's representative, and WithersRavenel team during design (assumed 4 on-site <br /> meetings) <br /> 1 Monthly coordination calls throughout the duration of the project(assumed 1 hour per month) <br /> ► Attendance at one(1)County Board of Commissioners meeting <br /> TASK 2-SITE INVENTORY AND ANALYSIS <br /> 2.1 Wetland/Stream/Buffer Delineation <br /> WithersRavenel will provide the following as part of this task: <br /> ► Obtain preliminary site information including aerial photos, USGS Quadrangle Maps, Lee County Soil <br /> Survey and Lee County GIS data prior to conducting site visit; <br /> ► Conduct a site review to determine if the project site contains jurisdictional wetlands, streams and <br /> surface waters. Jurisdictional wetlands will be determined using criteria set forth in the 1987 US Army <br /> Corps of Engineers(USACE)Wetlands Delineation Manual and applicable Regional Supplement.WR will <br /> delineate all jurisdictional wetlands and stream origins in the field using sequentially numbered Wetland <br /> Delineation flagging; • <br /> ► Review the onsite streams depicted on the USGS 7.5-minute Quadrangle and the Lee County Soil Survey <br /> to determine subjectivity to the River Riparian Buffer Rules. Streams will be evaluated using the <br /> procedures set forth in the 2005 North Carolina Division of Water Quality (NC-DWQ) Stream <br /> Classification Method; <br /> ► Locate all wetland and stream origin flags using a mapping grade Trimble GPS unit. The GPS data will be <br /> utilized for preparation of the exhibits for the site report and agency verification requests; <br /> ► Prepare a Preliminary Delineation Exhibit documenting the wetlands and riparian buffers to be surveyed. <br /> 2.2 Federally Threatened and Endangered Species Survey <br /> WithersRavenel will provide the following as part of this task: <br /> ► Complete a review of literature and data from the NC DEQ,USFWS and NCNHP to determine federally <br /> listed species known to have ranges extending into Lee County that are likely to occur within the project; <br /> Lee County Park Design WR No.02181091.00 <br /> 12.04.18 Page 2 of 12 <br />
