III WithersRavenel <br /> Our People.Your Success. <br /> ► Conduct a pedestrian survey of the project study area to document vegetative communities and <br /> determine presence/absence of potential habitat for listed species; <br /> ► Conduct a pedestrian survey of the potential habitat within the project study area to determine the <br /> presence of protected species and/or potential habitat in which protected species may occur; <br /> ► Use GPS to locate any occurrences of listed species observed during the pedestrian survey; <br /> ► Upon completion of the delineation and threatened&endangered species survey,WithersRavenel will <br /> prepare a letter report documenting the findings of the field review, as well as provide Biological <br /> Opinions on the likelihood for the project to affect federally listed threatened and/or endangered <br /> species. <br /> 2.3 US Army Corps of Engineers Jurisdictional Determination <br /> WithersRavenel will provide the following as part of this task: <br /> ► Prepare a Jurisdictional Determination Request in support of the wetland delineation and submit to the <br /> US Army Corps of Engineers(USACE); <br /> ► Coordinate with the USACE to schedule a site visit to review and verify the wetland delineation. Upon <br /> completion of the field verification,the USACE will issue a Jurisdictional Determination,which will be <br /> valid for 5-years. Any changes to the original wetland line as a result of the USACE field verification will <br /> be communicated to the surveyor for incorporation into the final wetland survey; <br /> ► Submit follow-up email to USACE recapping the results of the wetland verification and request USACE <br /> to respond concurring. This will provide adequate documentation for state and local submittals that the <br /> USACE has approved the delineation until the actual Jurisdictional Determination has been issued by the <br /> USACE,which may take several additional months to be issued. <br /> 2.4 NCDWR Stream/Buffer Determination <br /> WithersRavenel will provide the following as part of this task: <br /> ► Prepare a request for a formal Buffer Determination and submit to the NC Division of Water Resources <br /> (NCDWR)to verify stream/buffer origins and subjectivity to River Riparian Buffers. <br /> ► Coordinate with NCDWR to schedule a site visit to review and verify the stream locations and buffer <br /> subjectivity. Upon completion of the review,NCDWR will issue an official Buffer Determination Letter <br /> verifying the stream locations and buffer subjectivity for five years. <br /> TASK 3-TOPOGRAPHIC SURVEY AND SUBSURFACE EVALUATIONS <br /> 3.1 Topographic Survey <br /> WithersRavenel shall provide a design topographic survey and subsurface utility evaluations for the Phase 1 <br /> project areas. Details for the extent and scope of survey for each park site is detailed below. Survey and <br /> subsurface limits are depicted in Exhibits V-VIII,attached. <br /> Horton Park <br /> ► Boundary survey of approximately 9.8 acres as highlighted in red on Exhibit V,attached. Topographic <br /> survey limits of approximately 7.4 acres as highlighted in yellow on Exhibit V,attached. Survey limits <br /> extend to the center of the perimeter roadways or to the toe of slope of railroad ballast,whichever is <br /> applicable; <br /> ► Survey control to be tied to NC State Grid NAD'83(2011)and NAVD'88; <br /> ► Locate existing property corners; <br /> ► Locate existing site improvements such as roads,drives,walkways,signs,buildings,overhead utilities, <br /> etc.; <br /> ► Locate storm and sanitary sewer structures including top and invert elevations and pipe sizes and types, <br /> where such determinations are possible; <br /> ► Locate the next in line off-site storm and sanitary sewer structures for any given storm or sewer line; <br /> Lee County Park Design WR No.02181091.00 <br /> 12.04.18 Page 3 of 12 <br />
