Cf "D 4 <br />Narrative in Support of Application for Conditional Zoning District <br />I. Location and Description of Property. <br />The Village of Cumnock, LLC (the "Applicant ") owns a parcel of land that consists of 128.84 <br />acres, identified as Lee County P.I.N. No. 9625 -63 -6695 (the "Property"). The Property is <br />located east of the Deep River, north of US Highway 421 North, and west of Cumnock Road, as <br />shown in the plat of the Property that is attached as Exhibit 1. The Property has over 2,000 feet <br />of road frontage along US Highway 421 North and over 800 feet of road frontage along <br />Cumnock Road. As the Property is located adjacent to US Highway 421 Bypass (that is <br />currently being constructed and will intersect with US Highway 421), the Property is located <br />next to a major highway corridor, thoroughfare and interchange. (The Sanford/Lee County <br />Thoroughfare Plan Technical Report states that Highway 421 is a major thoroughfare.) <br />Currently, US Highway 421 North brings traffic from Siler City and Greensboro to Sanford, by <br />connection with Horner Boulevard, which is a major commercial corridor. <br />The Property is currently undeveloped and vacant. The land located immediately north of the <br />Property is owned by the Applicant, and it is also vacant. The Applicant also owns two tracts <br />that are located east of Cumnock Road and south of Cotton Road. <br />The Property is currently zoned Residential Agriculture ( "RA "), and the Applicant seeks to <br />rezone it to Highway Commercial Conditional Zoning District Type 2 ( "HC -C "). As indicated <br />in the site plan attached to the Application for Conditional Zoning District, the Applicant will <br />develop the Property in three phases. The phasing of the development of the Property is to <br />ensure adequate market absorption of each of the completed phases developed on the site. <br />H. The Application is in Conformity with the Comprehensive Plan and the Goals, <br />Objectives, and Policies of the Ordinance. <br />The Applicant's request to rezone the Property to HC -C is in conformance with the Sanford & <br />Lee County 2020 Land Use Plan (the "Land Use Plan "). As seen in Exhibit 2, the Land Use Plan <br />provides that the Property is within in a Highway Node and a Highway Overlay classification. <br />The highway classifications for the Property anticipate retail and commercial uses and major <br />office and business park employment. The Land Use Plan defines "Highway Node" as a land <br />use classification identifying a major mixed use area of retail /service center of over 200,000 <br />square feet with additional major office and business park employment, and it defines "Highway <br />Overlay" as areas with high level of design and development standards along major <br />transportation corridors or major highways. The proposed rezoning to HC -C will allow <br />development that is appropriate and well suited for a Highway Node and a Highway Overlay <br />area. Rezoning the Property to HC -C would bring the Property into conformity with the 2020 <br />Land Use Plan, and will allow for appropriate development along a major highway corridor, <br />thoroughfare and interchange. The development that is permitted by the current zoning for the <br />Property (RA) would not allow much of the development that would be appropriate for a <br />location along US Highway 421 Bypass and the interchange. <br />{SK006863.DOCX 4 ) <br />r <br />
