633 <br />Mr. Crumpton also discussed the $380,000 a year that is paid to the City's Planning and Zoning <br />Department which the County could save money by creating its own Community Development <br />Department. He also felt we could save enough money to begin Code Enforcement in the County. If <br />the Board wishes to consider this option, the County would need to communicate to the City of Sanford <br />our desire to change the terms and conditions of the Community Development agreement or effectively <br />give notice, by December 31, 2011, to terminate the current agreement on June 30, 2012. We should <br />offer to develop a new contract that significantly reduces funding to a more appropriate level for the <br />County. If the City does not agree to provide the service at a reduced level then the!County will begin <br />Community Development as a County function on June 30, 2012. Mr. Crumpton stated the transition to <br />bring Economic Development in house with or without Community Development would require a <br />change from the current arrangement where the Economic Developer would�baaCounty employee. <br />Under his duties, he would serve as staff to the Economic Development Corporation.(if requested by <br />the Corporation) and the Airport Authority, as is the current situation. The would no longer <br />t - *> .i <br />provide financial support for operations to the Economic Development Corporation unless the County <br />contracts with the Corporation for a specific service. The County would like to use theCorporation <br />much like we use the Planning Board — to provide guidance and recommendations to the <br />Commissioners on Economic Development issues and will pay, for those activities that are needed for <br />this support. The City of Sanford and Town of Broadway ca contractxwith the Corporation as they so <br />desire. Since both the City and Town are located within the County boundaries, the County will be <br />marketing both as part of our daily activities. The County will seek funding for specific marketing or <br />other projects, but will not ask for funding as part of the daily opera `tidns4Staff of the County will be <br />available to both Boards for discussion and recommendations as they feel appropriate. It will be <br />important to maintain a good working relationship with the City of Sanford and Town of Broadway no <br />matter how the Economic and Community Development Department is set up. Working together on <br />economic and community development issues i's � the 1 ; i way to ake everyone grow and prosper. <br />Commissioner Womack stated he felt the Board needed to have a joint meeting with the City to discuss <br />contracts and other issues addressed by the County Manager. Commissioner Hayes stated he had <br />concerns and felt we did not need to go over the December 31s deadline if possible. He further stated <br />we needed to have a good thorough discussion with ,,the City and Town of Broadway concerning these <br />matters in order to find the "miiddOground." Commissioner Reives stated the Board might have to ask <br />for an extension on the cc z tractsnith the City in order to meet, discuss and try to resolve issues. The <br />general consensus of <br />jthe Board as t _wait, until after the November municipal election to hold a <br />meeting with the City to discuss contractsand bringing the Economic Development office in- house. Commissioners are to forward topics for the agenda <br />to Mr�drumpton and heand Chairman Shook will work on the agenda. <br />The Board discussed the meeting schedule for November 2011. Due to the Farm -City Banquet <br />which is scheduled for 5:30 p.m., Monday, November 21st, the Board agreed by consensus, to meet <br />1% N <br />only one time during the month of November. That meeting will be held at 3 p.m., Monday, November <br />14` If public hearings with the Planning Board are required, those will be held at 6 p.m. <br />With no further business to come before the Board, Commissioner Oldham moved to adjourn <br />the meeting.
