Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Womack moved that the Commissioners hold a work session in the next 30 days <br />to discuss EDC policies as it relates to public hearings. Upon a vote, the results were as follows: <br />Aye: Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: Hayes <br />The Chairman ruled the motion had been adopted by a 6 to 1 vote. <br />Planner Althea Thompson presented a rezoning request submitted by James "Marty' Thomas, <br />agent for Petroleum Recovery Services to rezone approximately 1.42 ± acres of land located at 3659 S. <br />Plank Road from Light Industrial Conditional Use (LI -CU) district to South Plank Road LLC Conditional <br />Zoning district for a contractor's office with outdoor storage for Petroleum Recovery Services. <br />Chairman Shook opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the rezoning request: <br />1. Marty Thomas, 3119 Pickard Road, Sanford <br />No one present spoke in opposition to the rezoning request, however, Mr. Edward Harris of 231 <br />Florence Harris Lane, Sanford, presented a list of questions- concerns pertaining to the request. The <br />list of questions will be provided to Planning Department staff and other designated departments for <br />comments and answers. <br />Chairman Shook closed the public hearing. <br />Health Director Terrell Jones once again appeared before the Board to answer questions from <br />the previous meeting in reference to an agreement with the Division of Public Health for a program to <br />provide home visiting care management to pregnant women. Mr. Jones told Board members the <br />Health Department would be locked into funding until 2013 for this program and will be required to hire <br />a couple of staff to complete field work for this project. If funding for the project goes away after 2013, <br />the positions will be eliminated from the County pay plan. No additional County funding will be required <br />if the program is approved. Commissioner Hayes moved to approve the $230,000 agreement with the <br />Division of Public Health as presented.
