organization is asking counties and towns to approve a resolution supporting the study due to the <br />economic growth potential and possible employment opportunities the port might generate. After <br />discussion, Commissioner Reives moved the matter be deferred and for the County Manager to check <br />with local business Pfizer to see what their stand on the issue is. Upon a vote, the results were as <br />follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed "fracking" for natural gas and how they wished to move forward and <br />handle the issue as it develops. County Manager John Crumpton stated this issue could potentially <br />harm drinking water, land and air. Educational sessions have been held by NC State through the local <br />Cooperative Extension Office and the Lee County Environmental Affairs Board has discussed the <br />issue. The Board urged citizens to study and do research on the matter. No action was taken. <br />The Board heard a brief update on the Voluntary Agricultural District (VAD) and recognized <br />several landowners enrolled in the Voluntary Agriculture District. Lee County VAD is designed to <br />encourage the preservation and protection of family farms, to increase the visibility of agricultural, <br />forestry and horticultural operations and to protect and promote these land uses. The Ordinance seeks <br />to preserve open space; and increase the visibility of agricultural operations and to alert new or <br />potential landowners of the potential for dust, noise, and smells associated with agriculture. No action <br />was taken. <br />The Board discussed Lee County incentive policies. Commissioner Womack discussed the <br />need of holding a joint meeting with the Lee County Economic Development Corporation (EDC), the <br />City of Sanford, and the Town of Broadway to discuss training for economic development. <br />Commissioner Womack moved to change the EDC policy to no longer vote on EDC matters <br />immediately following an advertised public hearing and to instruct EDC to provide copies of minutes <br />from their board meetings where the public hearing item has been discussed. The motion also included <br />that action on incentive public hearing matters would be taken at the next regular meeting of the Board <br />of Commissioners unless a special called meeting was needed due to specific time issues. Upon a <br />vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />A joint meeting of the four Boards (Commissioners, Economic Development, City of Sanford and Town <br />of Broadway) will try to be scheduled for the first week of October to discuss training for economic <br />development. The City of Sanford and the Town of Broadway are to also be notified of the above <br />motion. <br />Assistant County Manager /Finance Director Lisa Minter presented the Monthly Financial Report <br />for the month ending August 31, 2011.
