Aye: Parks, Paschal, Reives, Shook, and Womack <br />Nay: Hayes and Oldham <br />The Chairman ruled the motion had been adopted by a 5 to 2 vote. <br />The Board considered bids for architect and engineering services for the Innovation Center & <br />Industrial Park road project. County Manager John Crumpton stated the following proposals were <br />received for engineering services for the Clyde Rhyne Road paving project in the Lee County Industrial <br />Park: <br />1. Alley, Williams, Carmen & Kins, Inc. <br />2. ESP Associates <br />3. J. Thomas Engineering, Inc. <br />4. Ken Bright Associates <br />5. McKim & Creed <br />6. Stewart Engineering <br />7. Summit Consulting <br />8. The Wooten Company <br />The following proposals were received for architectural services for the renovation of the Lee County <br />Innovation Center (old Transmatic Building): <br />1. David B. Bradford /310 Architecture & Interiors <br />2. Mullins- Sherman Architects <br />3. The Wooten Company <br />Using competitive negotiation procurement procedures, each responding firm's proposal was reviewed <br />and evaluated using the following criteria: <br />• Content Review <br />• Performance Review <br />• Cost of Service <br />• Bonus Points <br />Mr. Crumpton stated that based on review and evaluation, he recommended The Wooten Company for <br />the engineering services for Clyde Rhyne Road and David Bradford /310 Architecture & Interiors for <br />architect and engineering services for the Lee County Innovation Center. After discussion, <br />Commissioner Parks moved to accept the above recommendation of the County Manager to proceed <br />with The Wooten Company and David Bradford /310 Architecture & Interiors for the above referenced <br />projects and for the County Manager to work with both bidders to negotiate pricing before contracts are <br />signed. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a resolution in support of a feasibility study for an International Terminal <br />at Southport. County Manager John Crumpton stated a feasibility study was not funded by the State for <br />this project so Yes Port NC, a non - profit organization is asking the State to fund the report.
