Dialysis patients and other elderly or disabled Lee County residents with needed <br />transportation services. <br />Employment Funds - $19,491.00 — no local match required. These funds assist <br />Department of Social Services Work First clients, Lee County Industries, Workforce <br />Development programs or other citizens in need of employment transportation. <br />Rural General Public - $67,538.00 — minimum match — 10% fare charged to passengers. <br />These funds will be used to transport the general public for various transit needs. Fare <br />rates vary depending on pick -up and destination point of service. <br />TOTAL - $154,236.00 <br />Chairman Shook opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the Rural Operating Assistance Grant: <br />1. Debbie Davidson, Director, Lee County Senior Services <br />2. Fenton Wells, Chairman, Lee County Transportation Advisory Board <br />3. Sidney Morgan, COLTS Transportation Coordinator <br />No one present spoke in opposition to the Rural Operating Assistance Grant. <br />Chairman Shook closed the public hearing. <br />Commissioner Reives moved to approve the Rural Operating Assistance Transportation Grant <br />for FY 2011 -12 as presented. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered bids for Lee County lighting projects. County Manager John Crumpton <br />stated issues had arisen with the bids for the lighting upgrade project for the Lee County Government <br />Center, Courthouse /Jail, and old Courthouse after agenda packets were distributed. Sealed proposals <br />were opened on August 5, 2011, with only two bids received. The project was re -bid with proposals <br />opened on September 9, 2011. The following bids were received: <br />P.R. Faulk Electrical Corporation, Sanford <br />$123,000 <br />M. R. Stoner Electric, Sanford <br />No Bid <br />Watson Electric, Raleigh, NC <br />$219,030 <br />J.S. Howard Electric, Sanford <br />$ 41,513 <br />(no bid on Government Center project) <br />Dosan Corp., Matthews, NC <br />No Bid <br />Linc Services, Raleigh, NC <br />No Bid <br />Johnson Controls, Raleigh, NC <br />No Bid <br />Advanced Lighting Tech, Henderson, NC <br />No Bid <br />Reaves Electric, Fayetteville <br />No Bid <br />Mr. Crumpton stated meetings were held with two of the bidders and his recommendation was to waive <br />irregularities and award three bids for the projects. General Services Director Russell Spivey stated Lee <br />County was awarded an ARRA grant in the amount of $170,000 (matching funds for the project will be <br />$30,000). Of this, Lee County will be responsible for $5,000, with the remaining $25,000 being provided <br />4 <br />
