$140,000 of newly appropriated money by the Board of <br />Commissioners. This is something that I am unwilling to approve <br />when it is something that I believe is wholly and inherently <br />unnecessary. Plainly speaking, we and the school district are <br />already audited to death! <br />Thirdly, the communications and goodwill, at best, needed for <br />boards to work together toward mutual goals and improvements in <br />performance where they can be identified, are totally lacking in <br />this time. The fundamental need for partnership, always, in my <br />opinion, has been largely ignored leaving this consideration flawed <br />in concept and would be in execution. In other words, the contract <br />some of you are proposing we consummate today, lacks the <br />goodwill and cooperative partnership I believe is necessary to <br />make this an achievement for good, with short and long term <br />benefit to the community. For this to be a mutual accomplishment <br />serving all parties, we must see this kind of things as something for <br />the mutual good, otherwise it is one - sided, biased and threatening <br />to the other party. Indeed, the Board of Education is not a part of it <br />thusfar. From all that I can tell, they were not engaged creatively or <br />brought into it from the beginning... as equal and agreeable <br />partners. Presently the Board of Education has indicated that they <br />feel unfairly and unnecessarily pressured and compelled to be a <br />part of a comprehensive financial review they continue to feel is <br />unwarranted, unnecessary and disrespectful of the local public <br />school system, given their record of growth and accomplishment, <br />recognized statewide, over the past few years ... and especially in <br />the awards they have received for financial management. <br />Finally, my research has indicated that the consulting firm of <br />Evergreen Solutions, LLC is the same company which performed <br />the financial review of the Beaufort County School District where <br />Dr. Moss was superintendent in 2007. As I understand it, that audit <br />was part of a legal agreement, in a litigation suit brought by the <br />Board of Education against Beaufort County. To fairly adjudicate <br />
