r <br />8009 12 PAGE 584 <br />The Chairman ruled the resolution had been unanimously adopted. <br />Ms. Sharon Cheek, Lee County Supervisor for Community Development, <br />appeared before the Board and advised the Board that the Director of Community <br />Development would appear before the Board at its January meeting and would <br />discuss with the Board the site for the Head Start Program. <br />The resignation of Mr. Richard L. Palmer from the Mid-Carolina <br />Private Industry Council effective December 31, 1988, and the resignation of <br />Glenda D. Lawrence as the SDA Administration for the Mid-Carolina Private <br />Industry Council, effective December 31, 1988, were accepted by the motion of <br />Commissioner Bertha L. Matthews, seconded by Commissioner Gordon A. Wicker by <br />the following vote: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the resolution had been unanimously adopted. <br />Mrs. Alice Hairston appeared before the Board and discussed the <br />matter of the condition of the food pantry at 807 Tryon Street. The Chairman <br />requested Commissioner Bertha L. Matthews to investigate the matter of the <br />assistance program and the status of the building and to report her findings <br />and recommendation to the Board at its next meeting. <br />The matter of selecting an architect for the courthouse and jail <br />facilities was brought up for discussion and the Interim County manager was <br />instructed to make arrangements for the Board to visit the jail and courthouse <br />facilities in Conway, South Carolina on December 29th, and in Moore <br />County,North Carolina on December 30th. <br />Commissioner William C. Stafford, Jr. reported on behalf of the <br />committee to study the Lee County Grants Administration and recommended that <br />Lee County should maintain its own Grants Administration Department for <br />operation but work in complete concert with the City of Sanford and Broadway <br />in all areas concerning grants related information, application and <br />administration. The Chairman thanked Commissioners Matthews and Stafford for <br />their work and report and the matter was discussed generally but no formal <br />action was taken. <br />Commissioner John R. Dossenbach, Jr. reported on the committee <br />concerned with utilizing the County office building. He reported that there <br />were nine locations suitable for business use and that his committee <br />recommended that the County seek to lease these facilities and offer incentives <br />to businesses to allow them one year of free rental provided the tenant would <br />
