The Director of Public Works is authorized to receive in the <br />Board of Commissioners' behalf, bids at public auction for the purchase of the <br />described property. <br />3. The public auction will be held at a time and place specified in <br />the advertisement.and the terms of the sale will be cash. <br />4. The Clerk shall cause a notice of the public auction to be <br />published in accordance with law. <br />5. The person making the highest bid shall deposit an amount equal to <br />5% of the bid. <br />6. The highest bid shall be reported to the Board of Commissioners <br />and must be accepted and confirmed by the Board of Commissioners before the <br />sale will be final. ` <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote <br />the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the resolution had been unanimously adopted. <br />Commissioner Stafford noted that the offer of Auctioneer Clint <br />Pickard to conduct the auction free of charge should be accepted if the terms <br />of the sale and the scheduling of the auction permitted it to be done. <br />The matter of the status of the parking lot at the old hospital <br />building was brought up for consideration and the Chairman requested <br />Commissioner John R. Dossenbach, Jr. to look into the matter and to report back <br />his recommendations to the Board. <br />Mr. George Perkins was recognized and appeared before the Board and <br />requested that the Board participate with the County in the extension of water <br />and sewer lines to a site where he and other investors were building a new yarn <br />mill on a 66 acre site on U.S. 421 north of Sanford. Mr. Perkins stated that <br />the total cost should run something between $60,000 and $80,000; that the City <br />of Sanford had agreed to pay one-half of the cost. Mr. Perkins stated that it <br />was anticipated that the ad valorem taxes on the plant would be enough. to pay <br />for the extension in two years. Commissioner Gordon A. Wicker moved that the <br />Board proceed to fund the project. Commissioner John R. Dossenbach, Jr. <br />seconded the motion and upon a vote the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />
