0 BOOK V PAGE 59 Commissioners Stafford and Dossenbach to meet with Mrs. Bullard and to present a recommendation on Lee County's cycle for revaluation at the next meeting. Chairman Cox recognized Tommy Smith, Chief, and Max Hall, Member of the Board of Directors of the ;Vest Sanford Fire Department. Commissioner Dossenbach stated that he had had numerous calls from concerned citizens questioning how decisions were made by the Fire Department such as tar, rate, equipment purchases, and budgeting as well as the lack of notice of fire department meetings. Mr. Smith addressed the questions asked and stated that adequate notice of meetings was being given. The Board requested that West Sanford Fire Department advertise and hold a public meeting in the near future so that the citizens might have their questions and concerns answered. Chairman Cox complimented all the rural fire departments on their resourcefulness in managing their departments. County Manager Fields was directed to notify the fire departments of when their budget requests are due and Commissioner Wicker asked the County Manager to provide him with a schedule of all fire departments and a history of their tax rates since the special fire districts were organized. Mr. Max Hall, a Director with ;Vest Sanford Fire Depart- ment, discussed the problem they anticipate if the City of Sanford annexes a large part of their fire district. He has found that there may be some legal relief available to compensate for loss of tax revenues. Chairman Cox suggested that Mr. Hall talk with Tom Spivey, City manager, to find out what steps need to be taken and to keep the Board of Commis- sioners informed of his progress. Commissioner Dossenbach made the suggestion that the County Manager request that all the fire departments send a copy of the minutes of their meetings to the Finance Office to be kept on file. At 12:10 P.M. Chairman Cox suggested that the Board break for lunch and return at 1:15 P.M. At 1:15 P.M. the Board of Commissioners reconvened for the transaction of business. Chairman Cox recognized Leonard Barefoot, County Planner who presented the preliminary plat for Twelve Oaks Subdivi- sion. Mr. Barefoot stated that the plat had been approved by the Planning Board. After discussion, Commissioner Dossenbach made a motion to approve the preliminary plat for the Twelve Oaks Subdivision. Commissioner Stafford seconded the motion and upon a vote the results were as follows: AYE: Dossenbach, Matthews, Stafford, Wicker and Cox
