BOOK V F&GE 02 <br />recently been involved concerning Golden Poultry water needs. <br />Mr. Larry Varner of Floyd Browne Associates discussed with <br />Commissioners a chronological list of actions taken concern- <br />ing this project from July 29, 1986 thru December 22, 1988. <br />A copy is attached of these minutes. The Board discussed <br />with Mr. Varner the progress to date and problems which have <br />arisen. <br />Following a short break Mr. Varner presented a letter to <br />the Board which summarized what is needed before the work can <br />continue and stating that the water plant will be completed <br />within 240 days of their loan closing. <br />Mr. Tom Clayton of Ragsdale Consultants P.A. spoke <br />briefly to the Board concerning the work performed by his <br />company. In answer to a question by Chairman Cox he stated <br />that Blue Construction Company did excellent work on their <br />part of the project. <br />Much discussion of the project ensued and it was noted <br />that the water tank will be ready on February 1. <br />County Manager Fields was instructed to meet with County <br />Attorney K. R. Hoyle to see if the final easement could be <br />expedited so that Floyd Browne and Associates can get their <br />loan closed in order that work on the water plant can begin <br />as soon as possible. <br />Mr. Van Groce was recognized by Chairman Cox and made <br />the observation that even if condemnation proceedings had <br />been undertaken in July, 1988, the plant would still not be <br />completed on time as condemnation proceedings are very <br />lengthy. Chairman Cox assured all concerned that the Board <br />would work with the situation as it now stands and do the <br />utmost to see the project completed satisfactorily at the <br />earliest possible date. <br />Chairman Cox recognized Norma Bullard, Lee County Tax <br />Assessor, to discuss an Appraisal Manager Position which had <br />been budgeted in her department. Mrs. Bullard asked for <br />direction from the Board in the matter of how often Revalua- <br />tion should be undertaken. This would have a bearing on <br />whether the position should be filled. Various Board Members <br />expressed their opinion on the frequency of revaluation with <br />the general concensus being that every 2 to 3 years would be <br />preferable to an 8 year cycle. Chairman Cox complimented <br />Mrs. Bullard on the fine job she and her staff are doing and <br />Commissioner Stafford commented that for the salary she has <br />to offer an appraisal manager, it will be hard to find a <br />good, qualified applicant.
