Chairman Cox introduced the members of the Board and the County Manager to those in attendance and also recognized the audience who were part of the Lee Senior Student Government, advanced government and history students and various staff members. Chairman Cox recognized Leonard Barefoot, County Planner, who presented the recommendation of the Lee County Environmental Affairs Board for adoption of its proposed By-laws. Upon discussion it was decided to change the section concerning ex-officio members to read: Chairman of Lee County Board of Commissioners; Mayor of City of Sanford and Mayor of Town of Broadway. These three members could either serve themselves or appoint someone to serve in their stead. Commissioner John R. Dossenbach, Jr. moved to accept the recommendation of the Lee County Environmental Affairs Board to make the stated change concerning ex-officio members and to adopt the By-laws as amended. Commissioner Bertha L. Matthews seconded the motion and after general discussion the vote was as follows: AYE: Dossenbach, Matthews, Stafford, Wicker and Cox NAY: None adopted. The Chairman ruled the resolution had been unanimously The Chairman recognized Mr. Jon Moore, County Mapper, who reported on the status of 17 parcels of vacant County owned land, most of which were acquired through foreclosure and are not needed by the County. Chairman Cox instructed Mr. Moore to check with Bobby Johnson, Public Works Director and other department heads to determine if any of these parcels could be used for dumpster sites, mini-parks or other useful purposes. Mr. Moore informed the Board that the rest of the County owned properties which he had not yet presented to the Board were currently in use or have structures thereon. Chairman Cox requested Mr. Moore to list these other properties showing location, value and use in memo form to the Board members. Commissioners Stafford and Matthews will continue to study the unused parcels which Mr. Moore has presented and make a recommendation to the full Board in approximately thirty days. Mr. Moore issued an invitation to the students in attendance to visit the County Mapping Office to learn more about the mapping procedures in Lee County. Chairman Cox next brought to the Board's attention the list of tax refunds and releases provided by the Tax Assessor's office. A - 3 -
