Chairman Cox introduced the members of the Board and the <br />County Manager to those in attendance and also recognized the audience <br />who were part of the Lee Senior Student Government, advanced <br />government and history students and various staff members. <br />Chairman Cox recognized Leonard Barefoot, County Planner, <br />who presented the recommendation of the Lee County Environmental <br />Affairs Board for adoption of its proposed By-laws. Upon discussion it <br />was decided to change the section concerning ex-officio members to <br />read: Chairman of Lee County Board of Commissioners; Mayor of City of <br />Sanford and Mayor of Town of Broadway. These three members could <br />either serve themselves or appoint someone to serve in their stead. <br />Commissioner John R. Dossenbach, Jr. moved to accept the <br />recommendation of the Lee County Environmental Affairs Board to make <br />the stated change concerning ex-officio members and to adopt the <br />By-laws as amended. Commissioner Bertha L. Matthews seconded the <br />motion and after general discussion the vote was as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />adopted. <br />The Chairman ruled the resolution had been unanimously <br />The Chairman recognized Mr. Jon Moore, County Mapper, who <br />reported on the status of 17 parcels of vacant County owned land, most <br />of which were acquired through foreclosure and are not needed by the <br />County. Chairman Cox instructed Mr. Moore to check with Bobby <br />Johnson, Public Works Director and other department heads to determine <br />if any of these parcels could be used for dumpster sites, mini-parks <br />or other useful purposes. <br />Mr. Moore informed the Board that the rest of the County <br />owned properties which he had not yet presented to the Board were <br />currently in use or have structures thereon. Chairman Cox requested <br />Mr. Moore to list these other properties showing location, value and <br />use in memo form to the Board members. Commissioners Stafford and <br />Matthews will continue to study the unused parcels which Mr. Moore has <br />presented and make a recommendation to the full Board in approximately <br />thirty days. <br />Mr. Moore issued an invitation to the students in attendance <br />to visit the County Mapping Office to learn more about the mapping <br />procedures in Lee County. <br />Chairman Cox next brought to the Board's attention the list <br />of tax refunds and releases provided by the Tax Assessor's office.
