Commissioner John R. Dossenbach, Jr., seconded the motion and <br />upon a vote, the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the motion had been unanimously adopted. <br />The Board observed a short recess following which it resumed <br />its meeting with all members present. <br />The Chairman noted the presence of Mr. W. M. Womble, Chairman <br />of the Sanford-Lee County Airport Commission, and Mr. John Ogburn, <br />Airport Manager, and advised them the Board would consider the lease <br />with Central Carolina Aviation and the employment contract with Mr. John <br />Ogburn at its meeting on March 9, 1989, although it might not be able to <br />give them a decision before April, 1989. <br />The Chairman called on the County Attorney to report on the <br />recommendations he and Mr. Leonard Barefoot had reached concerning the <br />method of electing Commissioners in Lee County in view of the <br />requirements of Section 2 of the voting Rights Act. The County Attorney <br />stated that the recommendation was for the Commission to be increased to <br />seven members with the elimination of second primaries. Five <br />Commissioners would be elected at the next election on a county-wide <br />basis with the four candidates receiving the highest number of votes <br />being elected for four years and the fifth candidate being elected for a <br />two-year term. At the next general election three Commissioners would <br />be elected on a county-wide basis for four year terms. The County <br />Attorney reported it had not been possible for Mr. Barefoot on the basis <br />of available data to divide the County into equal districts with a <br />district where minorities would constitute sixty-five percent of the <br />district. Further, the recommended plan was based upon a similar plan <br />which had been approved by the U.S. District Ccurt for the Middle <br />District of North Carolina. The County Attorney also pointed out it <br />would probably necessitate employment of personnel to conduct a census <br />to formulate data on which to base a division into districts and the <br />process may have to be repeated when the next Federal Census is <br />completed. The Board received the report and directed that a public <br />hearing be held on this matter on March 9, 1989. Chairman Albert L. Cox <br />appointed Commissioners John R. Dossenbach, Jr. and William C. Stafford, <br />Jr., as a committee to study this matter. The Committee requested that <br />interested persons be advised to submit their proposal and direct their <br />-4- <br />
