Dossenbach, <br />Jr., to review his negotiations with City of Sanford officials <br />concerning an agreement to furnish water to the Golden Poultry plant. <br />Commissioner Gordon A. Wicker noted his objections to the course the <br />negotiations were taking and called attention to the fact that he had <br />already five drafts of proposed agreements between the City of Sanford <br />and Lee County. Chairman Albert L. Cox noted that the County wanted to <br />incorporate the following points in any agreement: <br />1. Identical rates for water; <br />2. Refund of $110,000 cost of water line between U. S. 421 and <br />Valley Road; <br />3. City to build lift station near Pendergrass Road; <br />4. Increase in filter capacity and pumping in City system; <br />5. An extension policy; <br />6. Equal access to Cool Springs line; <br />7. City maintenance of lines; <br />8. City to protect County on grant agreements; <br />9. City to accept County's obligations to Golden Poultry; <br />10. Mutual Cooperation. <br />Commissioner John R. Dossenbach, Jr. then reviewed the draft <br />of the agreement he had gone over with the City Manager and noted the <br />additions, deletions, and modifications he had made. Copies were <br />distributed to each member of the Commission to assist in the review and <br />the Board was advised that the City of Sanford had submitted another <br />draft in response to Commissioner Dossenbach's suggestions. <br />Chairman Albert L. Cox thanked Commissioner John R. <br />Dossenbach, Jr., for his participation in and contribution to the <br />negotiations with the City of Sanford . <br />Commissioner Gordon A. Wicker stated he was opposed to any <br />plan which would require the County to parallel a city water line in <br />order to serve an area. <br />Mr. Sam Heins, a new resident in the County, was recognized <br />and he stated he had an ample supply of water but hoped the County could <br />work out an agreement with the City of Sanford to supply water and if <br />so, he would be willing to tap on to the line. <br />The Board next considered an offer from the Town of Broadway <br />to purchase a 0.50 acre parcel of land in Cape Fear Township for <br />$660.03. The property had been acquired by the County through tax <br />foreclosure. After discussion and reciew by the Board, Commissioner <br />Gordon A. Wicker moved that the Board accept the Town of Broadway's <br />- 3 - <br />
