0 <br />Book V ME 672 <br />Sloan Park. It appears that the property is a portion of the land <br />conveyed to Lee County by Lee County Recreation, Inc. and is presently <br />dedicated to be used exclusively for park and recreation purposes and to <br />be known as O. T. Sloan Park. It also appears that land and water <br />conservation funds were used in the development of the park and the <br />approval of the Secretary of the Department of Interior will be required <br />to convert the property to other than public outdoor recreational uses <br />or else an act of Congress will be required to lift these restrictions. <br />It also appears that the Department of Aging would want this property <br />conveyed to a non-profit corporation to be used for funding purposes for <br />the construction of the center, and the Board was advised that this <br />would require special legislative authority. Commissioner Bertha L. <br />Matthews moved that the Board honor the request of the Department of <br />Aging and make the property available for use as a center. Commissioner <br />John R. Dossenbach, Jr. seconded the motion. Commissioner William C. <br />Stafford, Jr. moved that all necessary steps be accomplished to remove <br />the restrictions imposed by the dedication as set forth in the deed and <br />the release or conversion from the perpetual restrictions imposed by <br />use of land and water conservation funds be completed and the necessary <br />legislative authority be enacted by the General Assembly of North <br />Carolina, and when all of these things have been accomplished, then <br />appropriate County officers be authorized to convey the property to the <br />designee of the Department of Aging. Both Commissioners Matthews and <br />Commissioner Dossenbach accepted the amendment and the Chairman called <br />for a vote on the motion as amended and the results were as follows: <br />AYE:Dos senbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the motion had been unanimously adopted. <br />Chairman Cox noted for the record that the basketball team at <br />Lee Senior High School had won their conference tournament and the Board <br />went on record commending the basketball team and their coach for their <br />accomplishments. <br />Chairman Cox announced to those in attendance that security <br />for the meeting was provided by members of the Sheriff's Department who <br />had been assigned for that purpose by Sheriff Billy Bryan, and that <br />members of the Fire Department from the City of Sanford and Mr. Hayden <br />Lutterloh, III were there to insure that the fire laws were observed <br />with respect to the number in attendance for the meeting. <br />The Board next heard from Mr. Peyton Cooper of AVTAX, Inc., <br />who appeared on behalf of Trion, Inc. with respect to the 1988 personal <br />property listing. Mr. Cooper was requesting a refund for certain <br />property he says Trion had erroneously listed for taxation and on which <br />- 2 - <br />
