Wicker seconded the motion, and upon a vote the <br />results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the resolution had been unanimously adopted <br />and the public hearing closed. <br />The draft of the minutes of the regular meeting held on April <br />3, 1989, was considered, reviewed and amended. Commissioner John R. <br />Dossenbach, Jr. moved that the draft as amended be adopted as the <br />official minutes of said meeting and be recorded. Commissioner William <br />C. Stafford, Jr. seconded the motion and upon a vote the results were as <br />follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the resolution had been unanimously <br />adopted. <br />Commissioner William C. Stafford, Jr. reported for the <br />committee considering changes in the manner of election of County <br />Commissioners. Commissioner Stafford reported that the committee <br />recommended the creation of a seven member Board with four members being <br />elected from single member districts and three members being elected at <br />large. The terms would be staggered with the four district members <br />being elected in one election year and the three at large members being <br />elected in the alternating election year. All members would serve four <br />terms. District representatives would be required to reside in the <br />district and would be voted on only by residents in that district. <br />There would be no run-offs during primary or general election for either <br />district representatives or at large representatives. In order to <br />implement the plan, it was proposed that five Commissioners be elected <br />in 1990 with four of the seats going to District representatives and one <br />at large member being elected for a two-year term. Thereafter, in 1992, <br />three at large seats would be filled. <br />Mr. Leonard Barefoot, County Planner, was then recognized and <br />he reviewed the boundaries and population make-up of the four proposed <br />districts. An ideal district size would be 9,180 persons and the <br />proposed districts range from 9,018 persons to 9,389 persons. The <br />minority district would have a total of 9,119 persons of which 5,397 <br />persons would qualify as minority members for a total of 59.2% minority. <br />- 2 - <br />
