709 MINUTES OF THE REGULAR MEEPING of THE BOARD OF COMMISSIONERS for THE COUNTY OF LEE, STATE OF NORTH CAROLINA J MONDAY, APRIL 17, 1989 The regular meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened in the Commissioners' Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina at 7:00 P. M., Monday, April 17, 1989. Those present were: Commissioners Albert L. Cox; John R. Dossenbach, Jr.; William C. Stafford, Jr.; and Gordon A. Wicker. Commissioner Bertha L. Matthews was absent when the meeting began but joined the meeting shortly thereafter. The Chairman declared a quorum present and the meeting open for the transaction of business. Chairman Albert L. Cox presided and the following business was transacted: The invocation was given by K. R. Hoyle, County Attorney. Commissioner Gordon A. Wicker moved that the Board hold a public hearing on the Community Development Block Grant. Commissioner William C. Stafford, Jr., seconded the motion and upon a vote the results were as follows: AYE: Dossenbach, Stafford, Wicker and Cox NAY: None ABSENT: Matthews The Chairman ruled the resolution had been adopted by a majority vote and the public hearing to be open. Mr. Skip Green was recognized and he spoke on the history and purposes of the Community Development Block Grant Program, and also outlined the procedures that are followed. During Mr. Green's presentation, Commissioner Bertha L. Matthews joined the meeting and participated in the further deliberations of the Board. Commissioner Gordon A. Wicker spoke on the matter and pointed out that this application was for the third and final phase of the rehabilitation in the Grape vineyard area and that the project was much needed.
