709 <br />MINUTES OF THE REGULAR MEEPING <br />of <br />THE BOARD OF COMMISSIONERS <br />for <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />J <br />MONDAY, APRIL 17, 1989 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened in the Commissioners' <br />Room on the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina at 7:00 P. M., Monday, April 17, 1989. <br />Those present were: Commissioners Albert L. Cox; John R. Dossenbach, <br />Jr.; William C. Stafford, Jr.; and Gordon A. Wicker. Commissioner <br />Bertha L. Matthews was absent when the meeting began but joined the <br />meeting shortly thereafter. The Chairman declared a quorum present and <br />the meeting open for the transaction of business. <br />Chairman Albert L. Cox presided and the following business <br />was transacted: <br />The invocation was given by K. R. Hoyle, County Attorney. <br />Commissioner Gordon A. Wicker moved that the Board hold a <br />public hearing on the Community Development Block Grant. Commissioner <br />William C. Stafford, Jr., seconded the motion and upon a vote the <br />results were as follows: <br />AYE: Dossenbach, Stafford, Wicker and Cox <br />NAY: None <br />ABSENT: Matthews <br />The Chairman ruled the resolution had been adopted by a <br />majority vote and the public hearing to be open. Mr. Skip Green was <br />recognized and he spoke on the history and purposes of the Community <br />Development Block Grant Program, and also outlined the procedures that <br />are followed. During Mr. Green's presentation, Commissioner Bertha L. <br />Matthews joined the meeting and participated in the further <br />deliberations of the Board. Commissioner Gordon A. Wicker spoke on the <br />matter and pointed out that this application was for the third and final <br />phase of the rehabilitation in the Grape vineyard area and that the <br />project was much needed. Mr. Sammy Pearson was recognized and he also <br />spoke in favor of the application. After all persons who desired to <br />- 1 - <br />
