Dossenbach, Jr. moved that the Board go on record as favoring a <br />4-district plan with 3 seats at large. Commissioner William C. Stafford, <br />Jr. seconded the motion. Commissioner Gordon A. Wicker moved to amend the <br />motion and have the Board submit three alternative plans to the public by <br />means of a referendum. Commissioner Bertha L. Matthews seconded the <br />amendment. The Board voted on the amendment first and the votes were as <br />follows: <br />AYE: Matthews and Wicker <br />NAY: Dossenbach, Stafford and Cox <br />The Chairman ruled that the amendment had failed and proceeded to <br />vote on the main motion. The votes on the main motion favoring the <br />4-district plan with 3 seats at large was as follows: <br />AYE: Dossenbach, Stafford and Cox <br />NAY: Matthews and Wicker <br />vote. <br />The Chairman ruled the main motion had been adopted by a majority <br />Commissioner William C. Stafford, Jr. then moved that the Board <br />ask the Legislative Delegation to secure the passage of special enabling <br />legislation which would authorize the Board of Commissioners to alter the <br />structure of the Board by adopting a resolution which would include <br />authority to change the manner of determining the results of a primary. <br />Commissioner John R. Dossenbach, Jr. seconded the motion and upon a vote <br />the results were as follows: <br />AYE: Dossenbach, Stafford and Cox <br />NAY: Matthews and Wicker <br />vote. <br />The Chairman ruled the resolution had been adopted by a majority <br />Mr. Karl Stuart and Mr. Ed Fitchett of the firm of <br />Stuart-Fitchett & Associates appeared before the Board and presented a <br />preliminary draft of the Lee County Jail/Courthouse 50 year Building <br />Program. Mr. Fitchett reviewed the space requirements, and based upon one <br />and two story construction plans, suggested that a new site would be <br />necessary to accommodate 20,404 square feet of building. The Board <br />discussed the possibility of having to acquire a new site and decided to <br />defer consideration to acquire a new site until a later meeting. The Board <br />also discussed with the architects the air-conditioning needs at the <br />present jail and the roofing at the present courthouse.
