0 <br />eooK 1?. one: 787 <br />WHEREAS, the Board desires to increase the opportunity for black <br />voters to elect candidates of their choice to the Board; and <br />WHEREAS, Chapter 195 of the North Carolina Session Laws of 1989 <br />authorizes the Board to change the method of election by adoption of a <br />resolution following a public hearing; <br />NOW, THEREFORE, BE IT RESOLVED by the Lee County Board of <br />Commissioners that: <br />1. The Board of Commissioners proposes to expand the Board to <br />seven members. One member shall be elected from each of four districts by <br />the voters of the district, and three members shall be elected by all the <br />voters of the county. There will be no second primaries. <br />2. Maps and detailed descriptions of the boundaries of the four <br />districts have been presented at previous public meetings and are available <br />for public inspection at the County Manager's office. Generally, the <br />districts are composed as follows: <br />District 1 The eastern and southern parts of the city of <br />Sanford and a portion of the county southeast of the city. <br />District 2 The northeastern third of the County, including all <br />of Cape Fear and Pocket townships and portions of East Sanford, <br />West Sanford and Jonesboro townships. <br />District 3 The southern third of the county, including all of <br />Greenwood township and the southern portions of Jonesboro and <br />Pocket townships. <br />District 4. The west central third of the county, including a <br />western portion of the city of Sanford, the northern part of <br />Pocket township, most of West Sanford township, and part of <br />Jonesboro township. <br />3. The transition to the new structure will take place as follows: <br />a. The two incumbent commissioners elected in 1988 will <br />continue to serve until their terms expire in 1992. <br />b. One commissioner will be elected from each of the four <br />districts in 1990 and every four years thereafter. <br />term. <br />c.
