9ov 12 pr„r 819 <br />Mr. Robert Reives appeared and stated that he was opposed to the 4 <br />districts and 3 at large and preferred the 5 district plan. <br />Mr. Fisher McMillian stated that he was going with the original plan <br />which the Board interpreted to mean he was in favor of a 5 district plan. <br />Mr. Bill Chalmers spoke in opposition to the change as did Mrs. <br />Zenobia Sellars, Mr. Bill Wilson and Mrs. Eva Brown. <br />Mr. Michael Crowell, at the request of the Chairman, explained to <br />those at the public hearing that legislation had been enacted which required <br />that a public hearing be held before any change in the structure of the Board <br />could be made . Mr. Crowell also explained that under the plan proposed by the <br />Board of Commissioners, there would be no run-off elections and the change <br />would be brought about by a resolution of the Board. At the request of the <br />Chairman, Mr. Crowell also answered questions propounded to him from the <br />audience. After everyone who requested to speak had been recognized. <br />Commissioner William C. Stafford, Jr. moved that the public hearing be closed. <br />The motion was seconded by Commissioner John R. Dossenbach, Jr. and upon a vote <br />the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the resolution had been unanimously adopted and <br />the public hearing closed. <br />Commissioner William C.
