0 <br />nbb 12 PAs_ 832: <br />WHEREAS, it is proposed to utilize $87,976 to pave down the Rural <br />Priority List as far as possible under funding and right of way constraints. <br />Paving projects anticipated: <br />PRIORITY 1Grade, drain, base, pave, and erosion control - SR 1314 <br />from SR 1007 to SR 1313 - 1.20 miles. Complete Funding. Total Allocation - <br />$95,000.00. <br />PRIORITY 2 Survey, R/W, grade, drain, base, pave, and erosion <br />control - SR 1536 from NC 42 to SR 1535 - 0.80 mile. Estimated Cost - <br />$60,000.00. Initial Allocation - $5,713.00. <br />WHEREAS, it is proposed to proceed with paving on down the priority <br />lists as funds and right of way become available. <br />BE IT RESOLVED THAT, The Division of Highways of the Department of <br />Transportation proceed with these projects as far as the Secondary Road <br />Allocations for Fiscal Year 1989-90 will allow. <br />Commissioner John R. Dossenbach, Jr. seconded the motion, and upon <br />a vote the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the resolution had been unanimously adopted. <br />The Board next discussed the matter that commercial firms may <br />install incinerators in Lee County to dispose of medical waste. Commissioner <br />William C. Stafford, Jr. reported on a meeting held by the Concerned Citizens <br />Committee Thursday, July 6th. Chairman Albert L. Cox expressed the opinion <br />that the first step the County should take to regulate this sort of <br />enterprise would be county-wide zoning. The County Attorney discussed <br />provisions in the State law which allow the Waste Management Commission to <br />override local ordinances and the questionable status of medical waste and <br />whether or not it would be regulated as a hazardous material. County Planner <br />Leonard Barefoot reported on the status of the zoning ordinance being studied <br />by the County Planning Board, and estimated it would take from five to seven <br />months to enact a zoning ordinance. Mrs. Billie Elmore was recognized and <br />commended for her concerns and efforts concerning the environment and in the <br />manner in which she conducted the meeting on behalf of the cocncerned <br />citizens. Commissioner William C. Stafford, Jr. moved that the Board request <br />the Environmental Affairs Board with the assistance of the County Attorney, <br />to draft an ordinance that will regulate the incineration and/or disposal of <br />medical waste within the borders of Lee County.
