2oK 12 PAsF 830 <br />Commissioner William C. Stafford, Jr. moved that the Board hold a <br />public hearing on the Secondary Road Construction Program for 1989-90. Mr. <br />William F. Rosser, Engineer, appeared on behalf of the Department of <br />Transportation and reviewed the anticipated allocation and the recommended <br />appropriation of those funds to the various projects. Following Mr. Rosser's <br />review, members of the Commission directed questions to Mr. Rosser, and <br />various members of the public who were in attendance were given an <br />opportunity to talk both to the Board and to the representative of the <br />Department of Transportation. Mr. Lewis Riddle, a Mr. Spivey, and Mr. Kryno <br />Smith were all recognized and given an opportunity speak. <br />Commissioner Gordon A. Wicker asked about the status of Mr. Jerry <br />Maddox, an engineer with the Highway Division in Lee County, and the Board <br />sent its regards for Mr. Maddox's speedy recovery. <br />Mr. Rosser also advised the Board that repairs would be made on <br />Horner Boulevard and some of the work would be done at night to lessen the <br />problem about the flow of traffic on that roadway . After all persons had <br />been given an opportunity to speak, Commissioner Bertha L. Matthews moved <br />that the public hearing be closed. Commissioner Gordon A. Wicker seconded <br />the motion and upon a vote the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the motion had been unanimously adopted and the <br />public hearing closed. The Board then observed a short recess. <br />Following the recess, the Board considered the matter of the <br />secondary road construction program and Commissioner William C. Stafford, Jr. <br />moved the adoption of the following resolution: <br />WHEREAS, the North Carolina Department of Transportation <br />anticipates a July 1989 allocation of $165,737 in Secondary Construction <br />Funds for Lee County for the forthcoming construction season and a public <br />hearing was held on July 10, 1989 in the Commissioners' Room in the Lee <br />County Office Building concerning the expenditures of said funds: <br />WHEREAS, it is proposed to retain $25,000 of the total allocation <br />for small projects that may come up during the year such as road additions, <br />property owner participation projects, volunteer fire department and rescue <br />squad drives, project overruns, drainage, etc. <br />WHEREAS, it is proposed to utilize $33,000 for Paved Secondary Road <br />Improvement Projects as follows: <br />PRIORITY 1 Widen SR 1423 two (2) feet each side from Gum Fork Creek <br />north 1.30 miles - 1.30 miles. Estimated Cost - $33,000.00 <br />- 4 - <br />
