Matthews seconded the motion, and upon a <br />vote, the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the Budget Amendment had been unanimously <br />adopted. <br />The Chairman recognized Mr. John V. Hall, County Extension <br />Director, who appeared before the Board and requested that Mr. David Dycus, <br />Associate Agricultural Extension Agent, be granted study leave beginning <br />August 23, 1989, through December 19, 1989, to pursue studies leading to a <br />Master's Degree in Crop Science at N. C. State University. Mr. Hall <br />requested the Commissioners to pledge to remit appropriate retirement <br />contributions during this period and Mr. Dycus would continue his <br />contributions and thereby he would receive full retirement service credit <br />during this period. Commissioner Bertha L. Matthews moved that the Board <br />approve the study leave for Mr. Dycus from August 23, 1989 through December <br />19, 1989 and that the Board continue to fund matching employer contributions <br />to the Teachers' and State Employees' Retirement System for him during this <br />period, and that the County business office be authorized and directed to <br />advise the Extension Personnel Development Specialist of the action taken by <br />the Board. Commissioner Gordon A. Wicker seconded the motion and upon a vote <br />it was unanimously adopted. <br />Tax Assessor Nathan Crissman appeared before the Board and <br />presented a list of County properties and their appraised values. These <br />matters were taken under consideration by the Board and no formal action was <br />taken at this meeting. <br />Mr. Eugene C. Hines, Health Director, was recognized and the <br />Chairman advised him the Board had acted upon the Health Department's request <br />for participation in the influenza vaccine demonstration grant. The Chairman <br />also stated that the persons moving the Health Department into the County <br />building at the corner of Hillcrest and Carthage Street were damaging the <br />floor covering in the building and requested that he take steps to have the <br />movers to protect the County's property. <br />Commissioner William C. Stafford, Jr. reported on a meeting he <br />attended relating to animal control. He advised the Board that it was a <br />productive session and he hopes the meeting will help to clear up the area of <br />responsibility of the various parties concerned. <br />- 3 - <br />
