Bov 12 842 <br />collective acquisition and exchange of facts preliminary to the <br />ultimate decision." <br />" A social meeting or other informal assembly or gathering together <br />of the members of a public body does not constitute an official <br />meeting unless called or held to evade the spirit and purposes of this <br />Article." <br />Webster's New world Dictionary, Second College Edition, defines <br />deliberation to be: "considerations and discussion of alternatives <br />before reaching a decision." <br />To conclude on this topic, I would simply add that: <br />1. We did not deliberate! <br />2. We did not conduct a hearing! <br />3. We did not take action! <br />4. We are not in violation of the open meetings law and I think this <br />should be clear to everyone. <br />The Chairman next recognized Commissioner Gordon A. Wicker, <br />member of the Courthouse and Jail Study Committee. Commissioner Wicker <br />spoke about the composition of the Committee and the work they had done, <br />and introduced Commissioner William C. Stafford, Jr. who discussed the site <br />that had been selected as a site which the Committee was recommending to <br />the full Commission. Commissioner Stafford referring to a sketch, outlined <br />the location of the Williams and Phillips property and its location with <br />respect to the Colon Road, the City of Sanford property, Third Street, and <br />the proposed 421 by-pass. He pointed out the accessibility of the property <br />and the fact that the location would foster functional merger of <br />governmental functions because of its proximity to the City of Sanford <br />property. Commissioner Stafford introduced Mr. Ed Fitchett of <br />Stuart-Fitchett Architects, who then spoke on his research as to the space <br />needs of the various County Agencies and the Law Enforcement Court and Jail <br />needs. Mr. Fitchett said he was assisted by the Administrative officers <br />of the Court who were pleased that Lee County was taking such a far looking <br />attitude toward meeting the needs of the Court facilities. Mr. Fitchett <br />introduced Commissioner John R. Dossenbach, Jr., who spoke about the <br />financial approach. Commissioner Dossenbach reviewed the alternatives of <br />pay as you go, installment purchase, and general obligation bonds. <br />Commissioner Dossenbach recommended the issuance of general obligation <br />bonds as the one that would provide the most economical approach without <br />-3- <br />
