The Board then proceeded to vote on the main <br />motion which provided for options as to the site and the 10 million dollar <br />bond issue. Upon a vote the results were as follows: <br />AYE: Dossenbach and Stafford <br />NAY: Matthews, Wicker and Cox <br />The Chairman ruled that the motion failed by a 3 to 2 vote. <br />Commissioner William C. Stafford, Jr. moved that the status of <br />Mr. Franklin Smith of the Mental Health Board be changed from Finance <br />officer to Assistant Finance Offier. Commissioner Stafford advised that <br />this change in status was being made at Mr. Smith's request. Commissioner <br />Bertha L. Matthews seconded the motion and upon a vote the results were as <br />follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the motion was unanimously adopted. <br />Commissioner William C. Stafford, Jr. moved that the Board go <br />into executive session to discuss land acquisitions. Commissioner Gordon <br />A. Wicker seconded the motion and upon a vote the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman ruled the motion had been unanimously adopted and <br />the Board was in executive session. <br />Commissioner John R. Dossenbach, Jr. moved to adjourn the <br />executive session and resume the regular meeting. Commissioner Gordon A. <br />Wicker seconded the motion and upon a vote the results were as follows: <br />AYE: Dossenbach, Matthews, Stafford, Wicker and Cox <br />NAY: None <br />The Chairman declared the motion had been unanimously adopted and the <br />execution session closed and the regular session resumed. <br />Commissioner Gordon A. Wicker moved that the draft of the option <br />on the C. E. Phillips property be amended authorizing the removal of the <br />old residence on the property as a permitted exception.
