Department of Crime <br />Control and Public Safety, Division of Emergency Management, State <br />Coordinator for the National Flood Insurance Program prior to any <br />alteration or relocation of a watercourse, and submit evidence of <br />such notification to the Federal Emergency Management Agency. <br />(4) Assure that maintenance is provided within the altered or relocated <br />noTtion of sa i<a, sn ti:at the f=pod-carrying capr,cicy <br />not diminished. <br />(5) Prevent encroachments within floodways unless the certification and <br />flood hazard reduction provisions of Article 5 are met. <br />(6) Obtain actual elevation (in relation to mean sea level) of the <br />lowest floor (including basement) of all new or substantially <br />improved structures, in accordance with Article 4, Section B (5). <br />(7) Obtian the actual elevation (in relation to mean sea level) to <br />which the new or substantially improved structures have been <br />flood-proofed, in accordance with Article 4, Section B(5). <br />(8) When flood-proofing is utilized for a particular structure, obtain <br />certifications from a registered professional engineer or architect <br />in accordance with Article 5, Section B (2). <br />(9) Where interpretation-is needed as to the exact location of <br />boundaries of the areas of special flood hazard (for example, where <br />l.lte Y'c d-l~iadf5 Lo ue c iC: Udi. v:ccn n Illy vii•a, ..'N~i(.n .'b ill c <br />field conditions), make the necessary interpretation. The person <br />contesting the location of the boundary shall be given a reasonable <br />opportunity to appeal the interpretation as provided in this <br />article. <br />(10) When base flood elevation data or floodway data has not been <br />provided in accordance with Article 3, Section B, obtain, review <br />and reasonably utilize any base flood elevation data and floodway <br />data available from a federal, state or other source, including <br />data developed pursuant to Article 5, Section D (4), in order to <br />administer the provisions of this ordinance. <br />(11) Make on-site inspections of projects in accordance with Article IV, <br />Section D. <br />(12) Serve notices of violations, issue stop orders, revoke permits and <br />take corrective actions in accordance with Article IV, Section D. <br />(13) Maintain all records pertaining to the administration of this <br />ordinance and make these records avaalable for public inspection. <br />-12- <br />
