The motion was seconded by <br />Commissioner Stafford and upon a vote the results were as <br />follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman said the next item on the agenda was <br />Consideration of a request to modify the Local Bond Requirement <br />for contractors operating in Lee County. <br />The Chairman recognized Mr. Leonard Barefoot, County <br />Planner who requested the ordinance which established the <br />building inspection program be modified to delete the <br />requirement that every contractor operating in Lee County be <br />required to post a $1,000 bond. The Inspection Department has <br />received a number of complaints from contractors and others <br />affected by this requirement. The cost of these bonds has risen <br />dramatically in recent years, and in the case of out-of-county <br />mobile home contractors who may only set-up one mobile home <br />here, that cost may be passed along to a single consumer. <br />Licensed contractors are required by the NC State Building Code <br />to have general liability insurance in amounts usually exceeding <br />$50,000, depending upon their license. The recommendation is to <br />modify the bond requirements to require $1,000 local bonds only <br />from insulation installers because insulation contractors are <br />not required to be licensed and, therefore, are not required to <br />have general liability insurance. <br />Mr. Hoyle, County Attorney, suggested leaving the ordinance <br />as it is and then exempt out anyone who is regulated and bonded <br />by a State Regulatory Agency. Commissioner Stafford asked if <br />the Planning Board recommended this. Mr. Barefoot advised that <br />the Planning Board has not discussed this. <br />After discussion, Commissioner Stafford moved to exempt any <br />contractor who has evidence of suitable general liability and is <br />regulated and bonded by a State Regulatory Agency. The motion <br />was seconded by Commissioner Dossenbach and upon a vote the <br />results were as follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />2 <br />
