~00< 8t72 <br />MI DES OF THE REGULAR MEETING e' <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />t*,t***********,k*****k**ic*****,t*,t***,t,t**,t**,t ,t******,t ,t ,t ,tt***** <br />Tuesday, September 5, 1989 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 9:30 A.M. <br />on Tuesday, September 5, 1989, in the Commissioners' room on <br />the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Those present were: <br />Commissioners Albert L. Cox, John R. Dossenbach, Jr. Bertha L. <br />Matthews, William C. Stafford, Jr. and Gordon A. Wicker. <br />Chairman Cox declared a quorum present and the meeting open <br />for the transaction of business. <br />Chairman Albert L. Cox presided and the following <br />business was transacted: <br />The invocation was given by County Attorney K. R. Hoyle. <br />The draft of the minutes for the regular meeting held on <br />August 21, 1989 and the special meeting held on August 28, <br />1989 were reviewed and corrected. After the minutes had been <br />corrected, the Chairman declared the minutes to be approved as <br />corrected and directed they be recorded. <br />The Chairman advised that the next item on the agenda was <br />consideration for appointments as County Cruelty Investigators. <br />The Chairman recognized Mr. Eugene Hines, Health Director <br />who advised that state laws authorizes the County Commissioners <br />to appoint Animal Cruelty Investigators. At the August 16, <br />1989 meeting, the Board of Health recommended County Animal <br />Control Officers, Clayton Cameron and Rafael Morales and Melody <br />Lowry, Director, San-Lee Human Society Animal Shelter to be <br />considered for the appointments as Animal Cruelty <br />Investigators. <br />Commissioner Stafford raised the question of liability, <br />since Ms. Lowry was not an employee of the County. Mr. Cowan, <br />County manager, explained that Ms. Lowry could be added to the <br />Public Officers Liability Insurance as a County Official if the <br />board would approve the recommended appointment. <br />The Chairman recognized Mr. Robert Taylor, who was present <br />in place of Mrs. Sara Cohen, to introduce Ms. Lowry, new <br />Director of San-Lee Humane Society Animal Shelter. Mr. Taylor <br />advised that it was Ms. Lowry's record of accomplishments in <br />1 <br />
