r p <br />AOL <br />MINUTES OF THE SPECIAL MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />*,t*****,t*,t,t,t*,t,t******t***,t***,t,t**************,t,t*****,t,t,t***,t,t <br />Thursday, September 7, 1989 <br /> <br />The special meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened in the <br />Commissioners' Room on the second floor'of the County Office <br />Building, 200 Wicker Street, Sanford, North Carolina, at 4:00 <br />o'clock P. M., September 7, 1989, the same being the time, <br />date and place specified in the call issued by the Chairman. <br />Those present were Commissioners Albert L. Cox, John R. <br />Dossenbach, Jr. Bertha L. Matthews, William C. Stafford, <br />Jr. and Gordon A. Wicker. Chairman Cox declared a quorum <br />present and the meeting open for the transaction of business. <br />Chairman Albert L. Cox presided and the following <br />business was transacted: <br />The invocation was given by County Attorney, K. R. <br />Hoyle. <br />The Chairman advised that he called this Special Meeting <br />of the Board of Commissioners for the purpose of considering <br />one more time the jail and courthouse facilities, since this <br />is the last day that would give us time to advertise a public <br />hearing in order for the issue to be placed on the November <br />ballot. <br />The Chairman advised that the Board received from the <br />State of North Carolina, Department of State Treasurer <br />information that the application requesting approval of the <br />Local Government Commission of issuance bonds as described for <br />this purpose has been filed on September 5, 1989 and accepted <br />for submission to the Commission at its next meeting. No <br />statement of objection has been filed pursuant to the Notice <br />of Intention published on August 24, 1989. <br />The Chairman recognized commissioner Dossenbach who <br />presented a 20-year $8.5 million plan to build a four story <br />facility at the present site. After considerable discussion <br />about the plan, Commissioner Dossenbach moved to place this <br />plan on the ballot with the Colon Road site with authorization <br />for $8.5 million for the purpose of bonds at either site. The <br />motion was seconded by Commissioner Stafford. <br />Commissioner Matthews asked the County Attorney if this <br />could be put on the ballot in this form. The County Attorney <br />advised that actually the bond order is not adopted today. <br />Today you introduce a bond order and schedule a public <br />• 1 <br />
