Addition to <br />that there were $112,000 in design and planning fees which <br />were paid by the State and an additional $32,000 paid by an <br />occupancy tax. This is placed upon motel rooms in the area <br />and is restricted to paying for construction cost until the <br />building is occupied then the money goes into operation cost <br />of the Center. The Center will be located on the corner of <br />Kelly Drive and Nash Street and it will contain, in addition <br />to the structure, parking for about 500 cars. The assembly <br />area will seat 1500 people. <br />The Chairman opened the floor to all persons who wanted <br />to speak on the matter and no one appeared before the Board. <br />Commissioner Dossenbach moved that the public hearing be <br />closed. Commissioner Stafford seconded the motion, and upon a <br />vote the results were as follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously and the <br />public hearing closed. <br />The draft of the minutes for the regular meeting held on <br />September 5, 1989 and the special meeting held on September 7, <br />1989 were reviewed and considered. The Chairman called for <br />corrections, deletions, additions, or amendments. None was <br />forthcoming and the Chairman ruled the draft had been adopted <br />as the official minutes of said meetings and directed that <br />they be recorded. <br />The Chairman then moved to Item 5 on the Agenda, Consider <br />recommendation for an ordinance to regulate incineration of <br />medical waste in Lee County. <br />The Chairman recognized Ms. Mary Thornton Yarborough <br />Chairperson, Environmental Affairs Board. Ms. Yarborough <br />advised that at the request of the Board of Commissioners, the <br />Environmental Affairs Board in cooperation with County <br />Attorney, Dick Hoyle, drafted an ordinance For The Management <br />Of Medical And Infectious Waste Incineration Facilities in Lee <br />County. The Board would like to recommend that the <br />Commissioners consider including in this ordinance all <br />incinerations located in Lee County. This change has been <br />discussed with Mr. Hoyle and he found no problem with it. Also <br />discussed was identifying medical and infectious waste as <br />hazardous waste. <br />The Chairman agreed that medical waste should be <br />categorized as hazardous waste and gave Mrs. Yarbrough his <br />draft of the ordinance with his comments for their Board to use <br />in any way they like. <br />After discussion on the ordinance Commissioner Dossenbach <br />suggested that any Commissioner who may have changes to <br />2 <br />
