5oj 12 ~,c_ 902 <br />MI -P;ES OF THE REGULAR MEETIN <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, September 18, 1989 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 7:00 P.M. <br />on Monday, September 18, 1989, in the Commissioners' room on <br />the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Those present were: <br />Commissioners Albert L. Cox, John R. Dossenbach, Jr. Bertha L. <br />Matthews, William C. Stafford, Jr. and Gordon A. Wicker. <br />Chairman Cox declared a quorum present and the meeting open <br />for the transaction of business. <br />Chairman Albert L. Cox presided and the following <br />business was transacted: <br />The invocation was given by County Attorney K. R. Hoyle. <br />The Chairman welcomed the people in the audience on <br />behalf of the Board for attending the meeting. He advised <br />that consideration of the environmental concern is item 5 on <br />the agenda, but in deference to those that were at the meeting <br />to be heard on that issue, it will be moved up on the agenda. <br />Commissioner Matthews moved that the Board proceed to <br />hold a public hearing on financing of the construction of the <br />Community Resource Center. Commissioner Stafford seconded the <br />motion, and upon a vote the results were as follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion had been unanimously <br />adopted and declared the public hearing open. <br />The Chairman recognized Dr. Marvin Joyner, President of <br />Central Carolina Community College who reported that Thursday, <br />September 21st bids will be taken on the Civic Center and, <br />assuming the bids come within the 3 million dollars budgeted <br />for the project, they will proceed with the process of <br />awarding bids subject to the successful public hearing on the <br />financing being held tonight. Commissioner Wicker asked Dr. <br />Joyner to break down for the audience the funds received from <br />the State, and the County's responsibility. Dr. Joyner <br />advised that the project is 3 million dollars in construction <br />cost and of that cost 1 million dollars is being paid by the <br />1 <br />
