The Social Services Board voted unanimously to award <br />the contract to Mr. Keller in order to provide continuous <br />service, to keep the same employees at the same salary level and <br />the fact that Mr. Keller is local. <br />In answering a question about salary increases; the County <br />manager advised that one of the purposes of contracting these <br />services is that the contractor is independent of the county. <br />Whatever the County does has no bearing or effect on the <br />contractor. The worker becomes the contractor's employee and <br />any pay increases that he wishes to pass on to those employees <br />will be his decision. Mr. Gunderson advised that the contract <br />would be through June 30, 1990. <br />Commissioner Dossenbach moved to approve the contract with <br />Mr. 0. A. Keller, Jr. Commissioner Matthews seconded the <br />motion, and upon a vote the results were as follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker <br />Nay: Cox <br />The Chairman ruled the motion passed by a majority vote. <br />Mr. Gunderson then requested authorization to hire full <br />time chore workers for the chore program. He referred to a memo <br />written to the County Manager analyzing the cost of replacing <br />the 24 part time workers with either 9, 8, 7, 6 or 5 full time <br />workers. During this discussion it was brought up that 8 full <br />time workers would cost Lee County $35,000 and the County's <br />share for 5 workers would be $279. The federal government pays <br />$54,912 whether it be 5 or 9. Commissioner Wicker expressed <br />concern about what would happen to the people the 24 workers <br />served. Discussion followed on the fact that the 24 workers <br />average 15.5 hours per week and 5 full time workers would be <br />working 8 hours a day. Commissioner Dossenbach advised that he <br />would like to see this Board go on record as trying to keep <br />these funds at zero and let the Federal Government take care of <br />as much as they will. <br />Commissioner Dossenbach moved that the non Cap chore <br />program be approved for five full time workers which would <br />roughly cost the citizens of Lee County around $300.00. <br />Commissioner Stafford seconded the motion, and upon a vote the <br />results were as follows: <br />Aye: Dossenbach, Stafford, Cox <br />Nay: Matthews, Wicker <br />The Chairman ruled the motion passed on a majority vote. <br />The Board then observed a five minute recess. Following the <br />recess, the Board convened with all members present. <br />6 <br />
