3UOK 12 PRs 919° <br />resolution to the Authority, in accordance wit Section 2 <br />hereof, and to the North Carolina Local Government Commission. <br />The Clerk, the Commissioner appointed to the Authority and the <br />officers of the Board and employees of the County are hereby <br />authorized to do all things necessary to carry forward the <br />purposes of this resolution. <br />Section 5. This resolution shall take effect immediately <br />upon its passage. <br />Commissioner Stafford seconded the motion and upon a vote <br />the results were as follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman recognized Ms. Susan Condlin of the <br />Agricultural Extension Service. She advised the Board of a <br />radon study which will begin in Lee County around October 25th <br />and end about November 7th. 75 homes selected from a list <br />provided by N. C. State will be contacted to participate in this <br />study. This survey will provide general information about radon <br />in North Carolina. <br />The Chairman thanked Ms. Condlin for bringing this <br />information to the Board and advised they would look forward to <br />hearing the analysis when the results are back. <br />Mr. Donn Gunderson, Director Social Services, appeared <br />before the Board to request consideration of changes affecting <br />the Chore Program: <br />A. Contract the CAP Chore Program <br />B. Budget Amendment <br />C. Authorization of a contract with 0. A. Keller, Jr. to <br />provide <br />CAP Chore Services. <br />Mr. Gunderson introduced Mrs. Frances Foushee, Chairman, <br />Social Services Board who advised that the State Personnel <br />Commission has ruled that all chore workers were subject to the <br />State Personnel Act and entitled to all benefits extended to <br />other county employees. The Social Services Board held a <br />special meeting on September 12, 1989, and voted to recommend <br />the CAP chore program be contracted out to a private firm and <br />that the regular chore workers be put on the Department of <br />Social Services payroll and be limited to working less than 20 <br />hours per week. At the September 19 meeting, the Board of <br />Social Services recommended that the Agency contract with Mr. 0. <br />A. Keller, Jr. to provide chore services at the rate of $7.00 <br />per hour. <br />Discussion followed on how they choose Mr. Keller.
