Commissioner Stafford seconded the motion. <br />Chairman Cox asked if there were any further comments or <br />questions. County Manager Cowan advised that invitations have <br />been extended to five financial institutions and we should be <br />receiving their proposals on Wednesday. It is scheduled to <br />come before the Local Government Commission on November 7th. <br />Dr. Marvin Joyner, President, CCCC was recognized and advised <br />that the November 7th date is beyond the 30 day period on the <br />bids. The low bidders have agreed to honor their bids until <br />November 13, provided they receive a letter stating that the <br />contract has been awarded contingent upon the Local Government <br />Commission approving the method of financing. The Chairman <br />directed the County Manager to send such a letter. <br />There being no further discussion, the vote on <br />Commissioner Matthews' motion was as follows: <br />Aye: Dossenbach, Matthews, Stafford, Wicker and Cox. <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman advised that the next item on the agenda was <br />consideration of an amendment to the March 9, 1989 Water <br />Agreement between Sanford and Lee County. Commissioner Stafford <br />was recognized and advised that this Agreement stated <br />that the City would install a lift station on the Pendergrass <br />Road water transmission line near Steel Bridge Road, and that it <br />would be completed and operational by December 31, 1989. it <br />deals with the placement of two pumps. One at the Valley Road <br />site where the County water tank is located and the other at the <br />intersection of Pendergrass Road and Steel Bridge Road. The <br />County Attorney was requested to prepare an addendum to this <br />contract because it appears that condemnation of property would <br />have to take place in order to acquire unrestrictive property <br />rights. In a meeting attended by the Sanford City Manager, <br />Commissioner Stafford was advised that the City is not going to <br />take responsibility for condemnation. <br />Commissioner Wicker expressed concern that this could <br />affect getting water to Tramway. Mr. Bob Joyce of the Grants <br />and Water Department, advised that he believed our agreement <br />with the City has a paragraph that allows us to transfer water <br />to Tramway, but does not allow us to transfer water from Tramway <br />through the lines. Mr. Joyce further advised that the <br />installation of the two lift stations was necessary in order to <br />transfer water from the County water plant to the Tramway water <br />tank. Without the lift stations, there would not be sufficient <br />pressure to boost the water to the water tank and be able to <br />serve water customers in the Tramway area. <br />After considerable discussion, the Board authorized the <br />County Attorney to discuss this Agreement with the city's <br />Attorney to determine who has responsibility for condemnation in <br />3 <br />
