F,~u 12 96E <br />After discussion, 9mmissioner Wicker moved to approve the <br />signage at Kiwanis Park subject to review upon presentation to <br />the Board. Commissioner Matthews seconded the motion and upon a <br />vote the results were as follows: <br />Aye: Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman then reported that the local television <br />station has offered a price on purchasing video tapes of the <br />Commissioners meetings. The price quoted was $40.00 per month <br />for 2 meetings. Commissioner Stafford asked the County Manager <br />to look into this and relay his opinion to the Board. <br />Chairman Cox then referred to a memo from the County <br />Manager dated October 25th regarding information on inmate <br />population which the Manager received from Sheriff Bryant. This <br />information reaffirms that we have waited as long as we can to <br />get back into deliberation on the jail and courthouse. He <br />referred to an article, in the Sanford Hearld, that stated some <br />of the Commissioners have said we may take this item up next <br />year. Chairman Cox stated he does not feel we have the luxury <br />of putting this off that long. An election can not be held <br />until 30 days after November 7th, but there is no reason we <br />can't deliberate and talk about the jail and courthouse <br />facilities. He advised this is not on the agenda, but feels it <br />should be. Commissioner Matthews advised that if we do bring <br />this up, there should be a five member board to discuss it and <br />the Board should wait until Commissioner Dossenbach returns. <br />Commissioner Stafford advised that he was one of the <br />Commissioners that stated to the press that he favored <br />discussing it after the first of the year and he still feels <br />that way. Commissioner Wicker agreed with Commissioner Matthews <br />that this is a subject that should be discussed with all five <br />commissioners present. <br />The Chairman advised the next item on the agenda was <br />consideration of a request to sell and replace canoes at San-Lee <br />Park. County Manager Cowan advised that the memo dated October <br />16, 1989 from Mr. McLaughlin, Parks and Recreation Director, <br />explains the request. The request is to authorize the <br />advertising of the three canoes. Mr. McLaughlin is also <br />requesting that the Board authorize the funds received from the <br />sale of these boats be amended to their capital equipment <br />expenditure line item, since no funds were budgeted this year to <br />replace them. Manager Cowan advised that the request for <br />funds could be handled as a budget amendment and a separate <br />item, if the Board so desires. Commissioner Wicker moved that <br />the Board authorize the sale of the three canoes. Commissioner <br />Stafford seconded the motion and upon a vote the results were as <br />follows: <br />5 <br />
