aoo 12 r,s~ 972 <br />Aye: Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the motion carried unanimously. <br />The Chairman advised the next item on the agenda was <br />consideration of a resolution to restrict County park property <br />pursuant to federal regulations. The County Attorney advised <br />this resolution needs to be adopted because parks that have been <br />acquired or improved by federal funds need to be restricted in <br />the fashion set out in the resolution. A notice of limitation <br />has been submitted earlier. The property that will be affected <br />is Park Avenue, Dalrymple Park, Horton Park, OT Sloan Park, <br />Buchanan Park, San-Lee Park and Kiwanis Family Park. Discussion <br />followed on the Park Avenue food shelter. The County Attorney <br />advised there is a process to obtain approval for this from the <br />Department Of Interior. <br />Commissioner Stafford moved for adoption of the following <br />resolution and to authorize the County Manager to ask for a <br />release of the restrictions for the Park Avenue Park. <br />BE IT RESOLVED by the Board of Commissioners for the <br />County of Lee, State of North Carolina, that all property <br />identified as having been acquired or developed with Federal <br />financial assistance by the National Park Service (formerly the <br />Heritage Conservation Recreation Service) of the Department of <br />the Interior in accordance with the Land and Water Conservation <br />Fund Act of 1965, as amended, 16 U.S.C. S 4601-5 et seq. be <br />restricted by appropriate instrument that the property may not <br />be converted to other than public outdoor recreation uses <br />without the express written approval of the Secretary of the <br />Interior. <br />Commissioner Matthews seconded the motion and upon a <br />vote the results were as follows: <br />Aye: Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the resolution passed unanimously. <br />The Chairman advised the next item on the agenda was <br />Consideration of a resolution to Preserve Tax-Exempt Bonds for <br />Local Governments. The Chairman recognized Mrs. Beatrice <br />Fields, Finance Director who advised this was recommended by the <br />Association of County Commissioners. She added that Lee County <br />has been able to use tax-exempt bond financing in construction <br />of school facilities and other projects. Taxable bonds would <br />have cost our taxpayers significantly more in every case. <br />She has discussed this with the County Manager and they both <br />feel it should be passed. Copy of the Resolution to Preserve <br />Tax-Exempt Bonds for State and Local Governments is attached to <br />these minutes and by this reference made a part hereof. <br />Commissioner Wicker moved to approve the resolution. <br />11 <br />
