Qooi 12 s~ 971 0 <br />Organization or to supplant funds appropriated by the member <br />governments; and <br />WHEREAS, in the event that a request is not made by a unit <br />of government for release of these funds to our Regional <br />Council, the available funds will revert to the State's General <br />Funds; and <br />WHEREAS, in Region J funds in the amount of $55,000 will be <br />used to carry out the economic development plan approved by the <br />COG Board of Delegates and especially to improve the economy of <br />the counties and towns of the Region by strengthening ties to <br />and consequently benefits of the Research Triangle Park. <br />NOW THEREFORE BE IT RESOLVED, that the County of Lee <br />requests the release of its $3,551.38 share of these funds to <br />the Triangle J Council of Governments at the earliest possible <br />time in accordance with the provisions of Chapter 500 of the <br />1989 Session Laws (SB 43). <br />Commissioner Stafford seconded the motion and upon a vote <br />the results were as follows: <br />Aye: Matthews, Stafford, Wicker and Cox <br />Nay: None <br />The Chairman ruled the resolution passed unanimously. <br />Commissioner Stafford was recognized and advised that the <br />Environmental Affairs Board requested the Board consider their <br />serving in an advisory capacity to the Town of Broadway and the <br />City of Sanford. He attended a meeting last week with County <br />Manager Cowan, Leonard Barefoot County Planner, and Mayor Rex <br />McLeod, Mayor Pro-Tem Wayne Crowson, and Tom Spivey representing <br />the City of Sanford, and Mayor Ralph Hunter representing the <br />Town of Broadway to discuss this matter. There would be no <br />change in the name it would remain the Lee County Environmental <br />Affairs Board. What the municipalities asked for was some <br />appointment authority to that Board. Under the plan the first <br />four seats on the Board would be Lee County representatives, <br />seat 5 would be Broadway and seats 6, 7, 8, and 9 would be <br />Sanford seats. These boards are willing to accept the <br />appointments that have already been made for the balance of <br />their terms. The informational change would be to provide each <br />town a copy of the Environmental Affairs Board minutes. He is <br />not requesting a resolution today, but is asking for a consensus <br />from the Board so that the Sanford and Broadway Boards in their <br />subsequent meetings can approve this and then come back with a <br />resolution stating the approval of their boards. <br />Commissioner Wicker moved the Board endorse the proposal <br />to restructure the Environmental Affairs Board.
