?OV D PASS E <br />floor, the second, ird and fifth floors. Wha, was called the <br />mezzanine at that time is now the second floor. The use of the <br />unit is restrictive and the restrictions read as follows: "The <br />owners and their tenants of the several units of the building <br />shall restrict their occupancy thereof to the use permitted <br />thereat by the Zoning Ordinance of the City of Sanford, except <br />billard parlors, bowling alleys, schools of any type, hotels or <br />motels (including residential type apartments or rooms), parking <br />lots and parking garages, stores selling fish, fowl or animals <br />of any kind, stores selling beer, wine or liquor, and indoor <br />theatres or amusement centers are prohibited." <br />The Board agreed to postpone further discussion on this <br />subject until they received a report form the School <br />Superintendent on the School Board's plans. <br />The Chairman advised the next item on the agenda was Other <br />Business. <br />Commissioner Cox recommended that at the Public Hearing on <br />December 18th, people who are disabled should be allowed to <br />speak first so they do not have to sit through the entire <br />meeting. The County Attorney advised he would take care of <br />this. <br />Commissioner Cox reported that he did not sign the <br />contract for testing services for the Community Resource Center <br />that the Board approved at the last meeting. The contract was <br />in a different form than what the Board had authorized. The <br />contract was open ended and, the way it was worded, the cost <br />could be far more than the $10,500 agreed on. After discussion <br />the Chairman asked the County Manager to check on this and to <br />confirm that the amount would be no more than what the Board <br />agreed to. <br />The County Manager reported that the move to the former <br />hospital building was on schedule. Tax Administration, <br />Planning and the Veterans Administration Offices will be closed <br />on Friday and re-opened on Monday. However, Inspections will be <br />conducted on Friday as scheduled. <br />Commissioner Stafford reminded the Board of the Solid Waste <br />Public Hearing on December 7, 1989 at 7:30 P.M. at the <br />Courthouse. The County Manager has forwarded letters to all <br />civic clubs inviting them to attend. <br />The County Manager advised that the Finance officer <br />approached him to ask the Board if they have any problem with <br />the Manager's signature on checks to avoid having to pay the <br />$115 cost every time the Board reorganizes and elects a new <br />Chairman. Commissioner Dossenbach moved adoption of the <br />following Resolution: <br />WHEREAS, Southern National Bank, Sanford, North Carolina, <br />has been designated as the central depository for all funds of <br />6 <br />
