o D ar,~_ 2 <br />Chairman Wicket'call ed for the election oa Vice-Chairman. <br />Commissioner Stafford moved that Commissioner Dossenbach be <br />elected as Vice-Chairman by acclamation. Commissioner Matthews <br />seconded the motion. Commissioner Cox stated he was against <br />electing Commissioner Dossenbach by acclamation. The vote was <br />executed by a show of hands. For: Dossenbach, Matthews, <br />Stafford and Wicker, Against: Cox. The Chairman declared that <br />commissioner Dossenbach had been elected Vice-Chairman. <br />Chairman Wicker made the following statement: " Fellow <br />board members and citizens of Lee County, I am deeply honored <br />that the members of the board have elected me Chairman. It is a <br />position of tremendous responsibility and special trust and I <br />intend to execute my duties with utmost care and dedication to <br />this board and to the people of this County. As Chairman, I <br />believe that my role as a Commissioner is considerably <br />different. I realize that I must effectively lead the board and <br />attempt to solve the difficult problems facing the County. I <br />hope that my experience and knowledge from serving almost 20 <br />years on this Board will help me accomplish this. My role as <br />chairman also includes bringing this Board and the people of <br />this County together in working out our problems. I pledge to <br />you that I shall do all I can to bring harmony and consensus to <br />the Board while at the same time encourage members to exercise <br />independent thinking and to freely express themselves on the <br />issues. As Chairman, I ask your guidance and input and look <br />forward to working with the Board and to serving the people of <br />Lee County as we enter the 1990s." <br />Commissioner Cox asked the County Attorney if the one year <br />term of Chairman was mandatory by state law. The County <br />Attorney advised the General Statutes state you reorganize the <br />first Monday in each December. Commissioner Cox expressed that <br />it seemed to him from the standpoint of stationery and check <br />signing that it would be better to elect officers of the Board <br />every two years at election time. County Attorney Hoyle advised <br />this could be included in the pending special legislation. <br />Mr. Leonard Barefoot, County Planner, was then recognized <br />and presented for approval a final subdivision plan for White <br />Hill Meadows, Section II. This subdivision property is located <br />at the intersection of S. Plank Road and Hancock Road in <br />Greenwood Township. The developer, A&W Investment Group, Inc. <br />proposes to subdivide the property under the private road <br />provisions of the Lee County Subdivision Ordinance. Those <br />provisions allow the developer to construct the road serving <br />each lot, to a graveled surface standard, providing the lots <br />average five acres each in size. In addition, the developer is <br />required to certify to each lot purchaser that the redivision of <br />those lots may not occur until such time the roads are brought <br />up to full DOT specifications. That requirement is included in <br />the road maintenance agreement and restrictive covenant which is <br />approved by the Planning Board as part of its review process. <br />Individual wells and septic tanks are proposed for use on each <br />lot.
