039 <br />I here are no NCDOT Average Daily Traffic Counts in the immediate area of the proposed rezoning- The <br />nearest traffic count is reported at the intersection of Cool Springs Road and US Hwy 421. That report <br />reveals 16,000 vehicles per day (2005 Traffic Study). US highway 421 is identified as a major <br />thoroughfare by the Sanford Thoroughfare Plan Technical Report. Major thoroughfares typically serve <br />through travel and external travel into industrial, commercial, recreational and institutional developments. <br />The site is not located with a designated water supply watershed or floodplain. <br />If rezoned, future development of the site will be subject to all development standards of the Unified <br />Development Ordinance including but not limited to thoroughfare design standards. <br />Conformance with the 2020 Land Use Plan <br />The Sanford/Lee County 2020 Land Use Plan and Map has identified this property within the Industrial- <br />Commercial Office classification.
