0 5 1 <br />e <br />CHAPTER 22 <br />SOLID WASTE <br />ARTICLE 1. GENERAL <br />Section 22-1. Purpose <br />The purpose of this chapter is to: <br />(1) Preserve the long-range health, safety and welfare of the public and the economic <br />productivity and enviro mental quality of Lee County by conserving resources <br />and reducing potential pollution of the environment. <br />(2) Regulate the storage, collection and disposal of solid waste within the <br />unincorporated areas of Lee County. <br />(3) Establish and/or encourage methods of collection, reduction and separation to <br />ensure the efficient utilization of waste disposal facilities and the effective reuse <br />of wastes. <br />is Section 22-2 Statutory Authority <br />This chapter is adopted pursuant to the authority contained in G.S. 153A-121, G.S. 153A- <br />132.1, G.S. 153A-136, G.S. 153A-274-G.S. 153A-278 and G.S. 153A-291 - G.S. <br />153A-293, and G.S. 130A-309.09, G.S. 130A-309.09A, G.S. 130A-309.09B and G.S. <br />130A-09D. Unless otherwise indicated, this article applies to both publicly owned and <br />privately owned municipal solid waste management facilities located in the County. <br />Section 22-3 Definitions <br />As used in this chapter, the following words, terms or phrases shall have the meanings <br />indicated: <br />Authorized Representative means the county employee designated by the Director of <br />General Services to enforce the provisions of this Chapter. <br />Authorized User means any club, church, residential based commercial enterprise, and <br />each County residence located within the unincorporated areas of Lee County and which <br />are subject to payment of an annual solid waste kc. <br />
