015 <br />S STAFF REPORT PRESENTED AT THE PUBLIC HEARING <br />WITH A RECOMMENDATION OF THE PLANNING BOARD <br />FOR A CHANGE TO THE OFFICIAL ZONING MAP OF LEE COUNTY <br />PETITION #2008-0801 <br />Application by Deep River Volunteer Fire Department to rezone 2.14+-acres of land located at 3316 <br />Lower Moncure Road, from Residential Agricultural (RA) district to Office and Institutional (0 & 1) <br />district. <br />A public hearing was held with the Planning Board on August 18, 2008 to consider this request. At the <br />public hearing Mr. Larry Kelly, Fire Chief for DRVFD spoke in favor of the request. Ms. Linda Wilson <br />of 2971 Lower Moncure Road asked if there were plans to widen Lower Moncure Road. She voiced <br />concerns regarding the request to rezone to Office and Institutional. She stated that she felt a request for a <br />Special Use Permit would be better because the property would remain Residential Agricultural. She also <br />expressed concerns regarding noise from the sirens. No one spoke in opposition to the request. <br />RECOMMENDATION OF THE PLANNING BOARD: The Planning Board by a unanimous vote <br />recommends that the Board of Commissioners approve the application to rezone 2.14-acres of land <br />located at 3316 Lower Moncure Road from Residential Agricultural (RA) to Office and Institutional <br />(0&1) district. <br />Land use information presented at the public hearing is listed below for your reference <br />Site and Area Description <br />The area requested for rezoning is located south of Lower Moncure Road at 3316 Lower Moncure Road. <br />• The property consists of one lot that is approximately 2.14 acres of land. The lot has a total of 358+- feet <br />of frontage on Lower Moncurc Road and is currently vacant. All adjoining properties are zoned <br />residential agricultural. Land uses are residential uses that consist primarily of single-family homes and <br />farmland. <br />Staff Analysis <br />The applicant, Deep River Volunteer Fire Department, plans to build a sub-station at this site. This sub- <br />station is the second of four sub-stations that was recommended by the Lee County Fire Advisory Board <br />and approved by the Board of Commissioners last year, <br />The petitioned lot has access to public water by means of an existing 12-inch water line in the right-of- <br />way of Lower Moncure Road. The proposed development will utilize an existing septic system for waste <br />water disposal, <br />The Residential Agricultural District is intended for very low-density residential and agricultural uses <br />with a minimum lot size of 40,000 square feet. Land uses in this district are primarily agrarian and rural. <br />The Office & Institutional District is established to provide for agencies and offices rendering specialized <br />services and traditional institutional functions (both public and private) including fire stations. <br />If rezoned, development of the property will be subject to buffers and screening, parking lot standards as <br />well as all other requirements of the Unified Development Ordinance. <br />A site plan of the proposed project was reviewed by the Technical Review Committee on July 31, 2008. <br />S The plan did not illustrate the 15' buffer yard that is required along the perimeter of the site.
