P <br />SUBJECT: Request for Vote <br />Since implementation of the North Carolina Work First Program, Lee County has been operating <br />as a Standard Work First county. This designation was initially voted on by the Board of <br />Commissioners, back in 1996 and that designation has been the continued vote biennially. Lee <br />County again has to vote on whether we wish to be considered as a Standard County or <br />Electing County for the 2009- 2011 period. <br />As a Standard or Electing county, we have maximum flexibility to design the services that we <br />provide to meet the needs of the county and to distinguish among potential groups of <br />recipients. <br />As an Electing County, counties can design their own eligibility requirements for Work First <br />within some restrictions. Currently in a Standard County, if an individual is eligible for a Work <br />First payment they are automatically eligible for Medicaid as it should be. However, there is <br />very little flexibility with Medicaid. Therefore, if a county chooses to make a change in the Work <br />First eligibility requirements (not consistent with federal Medicaid policy), it could require the <br />county to carry two different cases on the same person, resulting in increased caseloads. <br />In an Electing County, the board of county commissioners shall be responsible for <br />development, administration, and implementation of the Work First program in their county. <br />The Department of Social Services, in a Standard Program County, shall be responsible for <br />administering and implementing the Standard Work First Program. Standard counties follow the <br />current Work First eligibility policy which mandates self-sufficiency, personal responsibility, <br />health care and immunizations for the children, keeping children in school, keeping teen parents <br />in school and in the home of their parents, participation in work activities, etc. <br />LEE, COUNTY DEPARTMENT OF SOCIAL SERVICES <br />P.O.
