019 LEE COUNTY Committed Today for a Better Tomorrow LEE COUNTY BOARD OF COMMISSIONERS ITEM ABSTRACT ITEM NO. III. D. Information Meeting Date: August 18, 2008 Action Item XX Consent Agenda SUBJECT: State Aid to Library Document DEPARTMENT: Library CONTACT PERSON: Michael Matochik REQUEST: - Board approval of "Application for State Aid to Public Libraries" State Fiscal Year 2008-2009 SUMMARY: In order to receive our allocation of State Aid to Libraries funding, the State Library of North Carolina requires that the governing board of the county submit this annual application to certify that Lee County Library meets the relevant requirements listed on the form. These requirements concern standards for the operation of a modern public library including service to all residents, planning for future development, standard budgeting and fiscal responsibilities, submission of required legal and financial paperwork, etc. The major ongoing requirement concerns the "Maintenance of Effort" (MOE) provision that states in part: "Secure operational funds from local government sources at least equal to the average amount budgeted and available for the previous three years." All requirements are satisfied (or will be at the proper time, for instance when the county audit is completed). BUDGET IMPACT: Although not yet officially tabulated, State Library of North Carolina staff has informed us that Lee County's allocation should be at the $118,300 to $125,627 level. It could be higher if other local governmental bodies do not meet MOE standards and their funds are reduced proportionality and then shared by other libraries that meet requirements. Lee County Library uses state funds for books, magazines and audio/visual materials.
