019 <br />® Chairman Brown stated a public hearing had been advertised for this date <br />and time to hear comments from the public in reference to the proposed FY 2008-09 <br />Lee County budget. <br />Chairman Brown opened the public hearing. <br />The following individuals signed up to speak in reference to the budget: <br />• Ms. Kay Ring, Director, HAVEN of Lee County (additional funding for <br />HAVEN) <br />• Mr. Jay Calendine, Sanford (need for additional deputies) <br />• Mr. Jeremy Jackson, Sanford (need for additional deputies) <br />• Mr. Greg Cox, Sanford (need for additional deputies) <br />• Mr. Robert Westbrook, Sanford (need for additional deputies) <br />Chairman Brown closed the public hearing. <br />Commissioner Shook questioned additional funding that HAVEN of Lee <br />County was requesting. HAVEN Director Kay Ring presented a spreadsheet with 5- <br />years of statistics that outlined such things as the number of clients served, number <br />of clients sheltered, number of hot-line crisis calls accepted, and the number of <br />community presentations made by staff. Clients are transported from Lee County <br />and accepted from other counties/states, depending on their need. Ms. Ring stated <br />a total of fifty-two clients from other counties/states have been assisted at the Lee <br />® County location for the current year to date. There are a total of ninety domestic <br />houses located across the State of North Carolina that assist men, women and <br />children with domestic issues. Currently HAVEN does not track city residents <br />assisted verses county residents assisted but will begin that process when working <br />with clients in the future. Ms. Ring further stated that approximately 35%-37% of the <br />clients assisted at HAVEN are of different ethnic origin. They do not ask if the <br />individual is documented or undocumented. Commissioner Shook asked Ms. Ring to <br />furnish the trend over the past years of foreign born individuals receiving assistance <br />and asked that in the future they track if clients assisted live in the City of Sanford <br />verses the County. <br />At this time Minutes from the June 19, 2008 Finance Committee meeting <br />were distributed and Commissioners were allowed time to review. Commissioner <br />Reives discussed the following Capital Outlay items Commissioner Kelly had <br />questions about during the Finance Committee meeting: <br />$14,000 - 36" Wide Format Scanner for Strategic Services; <br />• $16,500 - Groundsmaster 7200 Mower w/72" cut for General Services, <br />• $11,000 - Hydraulic Power Tool for General Services; <br />• $ 6,000 - Printer for Emergency Management Mobile Command Post, <br />• $27,000 - Vehicle for Fire Marshal's Office; and <br />• $ 9,350 - John Deere Diesel Gator for the Recreation Department <br />County Manager John Crumpton stated that overall he didn't feel departments <br />requested excessive Capital Outlay requests this year.
